The Chief Minister of Lumbini Province, Chetnarayan Acharya, has said that the government has given priority to the creation of people-oriented laws for the strengthening of federalism and has focused on the effective implementation of the laws.

Addressing the interaction program with the stakeholders on 'Challenges and Solutions of State Legislation and Implementation in Facilitation of Federalism' organized by the Office of the Chief Attorney Lumbini on Friday, Acharya said that people-oriented laws are being created based on the rights granted by the constitution.

'We are here at a gathering of bodies that create, implement and interpret laws. I believe that this will help to solve the problems seen in law making and implementation,' he said, so far we have made 84 laws. At present, the State Civil Service Act and the Local Civil Service Act have also been created and implemented.

Acharya said that necessary amendments have been made to remove the complications seen during the implementation of the laws made by the state. He said that more than 100 cases requiring clarification during the implementation of the law were looked into through the Office of the Chief Attorney. In the

program, Speaker of the Lumbini State Assembly, Tularam Gharti Magar, said that it is necessary to transfer the autonomy of financial and administrative rights to the state for the strengthening of federalism. 'The problem is not in the structure, but in the thinking. There is a problem in the implementation of the laws made by the province because of the association,' he said, a change in approach is necessary to strengthen the province. Economic autonomy should be given to local levels and provinces, and only then will federalism become stronger.'

Attorney General Keshav Badal said that the first phase of implementation of federalism is the creation of laws and the province has achieved remarkable success in that field. "The Office of the Chief Justice is a structure that protects the legislature and the executive," he said, adding that the problem of duplication will be solved if the state and local levels follow the laws made by the union on matters that are in the common rights list.
