Dharna and memorandum of youth in Nisdi of Palpa to upgrade the village access road

When the federal government did not allocate enough budget, the youth staged a sit-in at Nisdi in Palpa, demanding the upgrading of the village road access road. They have also submitted a memorandum to village head Mukt Bahadur Saru for road upgrading.

The youth drew attention after the delay in the road upgradation work which was planned almost 50 years ago. There is a rural municipality office in Mityal under the Beldanda-Mityal-Arunkhola road from Rampur to Kaligandaki Corridor. Rampur-Beldanda-Mityal road is under the village access road. As this road cannot be upgraded, it is disturbed by mud in rainy season and dust in winter.

Although it is the main access road of Nisdi rural municipality, there has been a delay in upgrading. After the road was blocked for years, the youth of Nisdi Awaz Yuva Sanjal reached the village office and staged a sit-in.

Local youth Kamal Saru said that the youth held a sit-in with placards with various slogans and submitted a memorandum. He said that the dharna program was held as a symbol to draw the attention of the government. He said that the youth gathered and held a sit-in program to draw attention from the local state to the federal government. Local Bimal Chhetri said that the youth has demanded to allocate sufficient budget to this road section with special importance from the upcoming budget. He said that the damaged road sections should be inspected and repaired immediately. It is mentioned in the memorandum to determine a definite and appropriate time frame for the long-term upgrading of the road.

Chairman of Rural Municipality Mukt Bahadur Saru said that there is a problem because the executive body could not do the upgrading of the road section of the access road of the municipality. He said that the state and local governments were not able to allocate the budget for the road that the union was working on and there was a delay in upgrading. "The problem has been increased because the union does not allocate enough budget," he said, "and the construction business has not completed the contracted work on time."

A local youth said that the neglect of the road division Palpa under the federal government has further delayed it . The contract work of the road division has been stalled for years. Village Chairman Saru said that the municipality has continuously paid attention to road upgrading. He urged the youth to give creative support and suggestions. Not only in the rainy season but also in the winter season, it has become common for vehicles to slip, not to pull, and not to pull due to mud on the Rampur-Mityal-Arunkhalola road . Due to lack of upgradation in time, vehicle drivers and passengers of this area have been suffering from rain and winter all the time.

The road division will award the contract, but if the builders do not work on time, there will be difficulties in the operation of vehicles in the Gurubhanjang area between Chirubas and Mudhabas of Mityal, not only in the rainy season but also in the winter, said local Yam Bahadaur Saru Magar . Here, the Gagreto road causes difficulty in vehicle operation. The situation is the same from Beldanda to Mityal.

The road was started to be dug about five decades ago to fulfill the dream of the residents of this region to reach Terai from the mountains in a short distance . Although the track was opened 15 years ago, the Arunkhola area was not upgraded for 500 meters and was stuck for 8 years . After the local level elections, the road upgradation up to Arunkhola has been completed . Towards Palpa, Nisdi Rural Municipality-4, on the south side of Mityal, the road division office Palpa is forced to push vehicles not only in rainy season but also in winter. During the rainy season, the locals were always suffering for four months . Upgradation of 26 km road from Beldanda to Arunkhola Jalukeghat has not been completed yet.

After 2074, this is the access road connecting Nisdi rural municipality center. The 7 km road from Rampur to Galdha Beldanda under this road was completed in 2068. Tirankumari Shrestha, a local resident and vice president of Nisdi Rural Municipality, said that due to the lack of maintenance, the black sheet of the road has become unusable. According to him, the vehicles have changed their route due to the potholes and debris on the road due to lack of maintenance. The road is so damaged that small vehicles cannot move.

Due to the delay in the road upgradation work, passengers have to suffer all the time.  Vice President Shrestha complains that due to the lack of coordination between the federal, state and local levels, the multi-crore budget that is allocated every year has not been properly utilized. "Due to which there has been negligence even in the work done by the road division," she said, "budget allocation takes place". There is also a contract, but if it is not done properly, the residents of this area are forced to suffer all the time.' She said that last year, after it was found that the work was poor, they had to demolish it and re-work it.

Mahendra Highway can be reached at a distance of 47 km from Rampur in the Kaligand corridor. In recent years, the federal government has allocated at least 50 million more budget every year, but due to the negligence of the construction workers, the work has been stalled . A concrete bridge has been constructed at Jaluke Ghat connecting Palpa and East Nawalparasi in Arunkhola, but due to the lack of upgradation of the road leading there, drivers and passengers have to suffer all the time, Nisdi Rural Municipality-4, Mityal Ward President Santaveer Sunari said . Durga Gautam, Information Officer of Road Division Office, Palpa, said that although contracts were awarded in the past on the Rampur-Mityal-Arunkhola road, there was a problem when the builders did not work on time .
