The participants of the program organized in Rampur of Palpa said that now is the time to fight the last battle for the protection of the civilization of Kaligand. They also said that for the protection of the civilization of Kaligand, the promotion of religious tourism and the highest utilization of river water in the lower coastal areas should be carried forward.

The participants canceled the Kaligandaki-Tinau diversion plan put forward by the federal government for the protection of the Kaligandaki civilization and emphasized that the glory of the Kaligandaki river should be preserved and used to the maximum. 

Finance Minister Bishnu Prasad Paudel's budget item number 240 brought by Finance Minister on June 15th said that 'the detailed study of the Kaligandaki-Tinau river diversion project will be completed and the construction framework will be decided', the leaders of four districts gathered in Rampur. Stakeholders from Palpa, Syangja, Tanahun and Nawalpur gathered in Rampur and pledged to make the importance of Kaligandaki known to the world for the cancellation of the Kaligandaki Diversion Multipurpose Project.

In the discussion held in the coordination of Kaligand's Tinau Diversion and Kaligand's Civilization Save Campaign and the coordination of Rampur Municipality, Rajuprasad Shrestha, Chairman of Lumbini Province Economy, Industry and Tourism Committee, said that there should be no diversion of citizens from the lower coastal area of ​​Kaligand.  He said that the Lumbini state government has not said anything about the diversion of Kaligand but has put forward a plan for religious and tourism promotion for the development of Kaligand. He said that the plan for the utilization of Kaligandaki river in different places of Palpa has been started. 

He said that for the development of Kaligand civilization, Rampur Chapakot has been developed as an integrated city. He said that the issue of Kaligandaki diversion is a common concern of Lumbini and Gandaki provinces. He insists that the last battle must be fought for the protection of the civilization of Kaligand. "It is necessary to issue a warning saying 'no diversion' from the local level," he said. 

The coordinator of Kaligand's Tinau Diversion and Kaligand's Civilization Bachau Abhiyaan and former MP Shankar Prasad Pandey said that Kaligand's mother cannot be taken anywhere without the consent of the locals. He said that although the court has decided to proceed with the diversion project regarding the opening of Kaligand's ballast sand, the project cannot proceed without coordination with the local government. 

One of the stakeholders of the lower coastal region should stop the diversion of Kaligand Chaitanyakrishna Maharaj, president of Kaligandaki Knowledge Academy, said that awakening the religious and cultural glory of Kaligandaki river is necessary to prevent diversion.  "In order to make the importance of Kaligandaki known internationally, preparations should be made to organize an international level religious fair," he said, "The first right belongs to the coastal region." Therefore, it is necessary to conduct a public campaign.'  He said that preparations are being made for Uttargandaki Mahamela in Uttarwahini region from October 21 to October 19 to inform about the importance of Gandaki river.

Raman Bahadur Thapa, head of Rampur Municipality, stressed that the residents of the lower coastal areas should be aware to prevent the diversion plan of Kaligand from going ahead. "Diversion will affect the ecological system along with the civilization of Kaligand," he said.

Bishnu Prasad Bhandari, chairman of Rambha rural municipality, said that it is necessary to make the importance of Kaligandaki known to the world. He said that the civilization of Kaligand is connected with life and said that there should be no diversion under any circumstances. He emphasized that the stakeholders should proceed by informing the Union and the state along with the common citizens about the importance of Kaligandaki. Chief Madan Bhakta Adhikari of Gaindakot Municipality said that the water resources of the lower coastal areas are dependent on the Kaligandaki River. "Diversion should be stopped as it happens," he said. 

Chairman of Devghat Rural Municipality, Til Bahadur Thapa, said that saints and mahants of religious places including Devghat, the center of faith of millions of devotees, are worried about the diversion. He said that agriculture should be emphasized along with religious tourism for the protection of Kaligandaki. 

Prakash Ojha, president of Boudikali Rural Municipality, said that everyone should unite against the diversion of Kaligand and promised to stay till the end for the potential of Kaligand. Hema Neupane Timilsina, the deputy head of Galyang municipality, said that all municipalities in the coastal region should work together. Ghiring Rural Municipality Vice President Radhadevi Adhikari is developing one place and another place will be destroyed  She said the subject is not acceptable. 

Campaigner Krishna Prasad Paudel against the diversion of Kaligand said that if irrigation is to be done, more than 200,000 hectares of arable land in the lower coastal areas should be prioritized. "The project that has been carried out to irrigate 170,000 hectares of land in the Terai is not acceptable," he said, "the state should look for other alternatives instead of diversion." All the local governments of the coastal region have decided to give full cooperation and support to the success of the Mahasnan, Uttarwahini Mahamela, which will be conducted from August 21st to Kartik 19th, 2082 to inform about the conservation, promotion and importance of Kaligand. The campaign has decided to nominate federal and state MPs from the coastal region as advisers to the Kaligandaki Civilization Protection Committee.
