The Lumbini State Government held a discussion and interaction program with the members of the State Assembly on Saturday regarding the formulation of the annual budget and program for the coming financial year 2082/083. It was discussed in the project of the Ministry of Economic Affairs and Planning.

In the program, Chief Minister Chetnarayan Acharya said that the budget will be prepared based on the real ground so that the work of the state government will move forward in a rhythm. ``In the current situation, there is no possibility of increasing the budget, but we will bring a budget based on the real ground, which will move the province forward in a rhythm,'' he said, ``The government will move forward by correcting the weaknesses of the past. The state government is trying to take the state in the right direction.''

According to Chief Minister Acharya, priority will be given to the completion of incomplete plans rather than new plans in the next year's budget. He said, ``We are not in favor of making new plans as much as possible. The government's priority is to complete the unfinished projects. The budget will be created by assimilating the principle of proportionality and inclusiveness.''

In the program presided over by the Minister of Economic Affairs and Planning, Dhanendra Karki, the members of the Provincial Assembly have given suggestions that there should be coordination between policies and programs and the budget, that the budget should be created based on priorities, and that the budget should be prepared based on the actual situation and indicators of the province.

Secretary of the Ministry Dilaram Panthi informed that the priorities of the budget allocation have been determined keeping in mind the sectoral priorities taken by the state government in the second periodic plan, policies and programs and timely completion of multi-year resource assured plans. In the

program, there were suggestions that priority should be given in the fields of agriculture, education, health, environment, sanitation, etc., and a program should be brought to improve the living standards of citizens with the aim of reducing multifaceted poverty.

The participants emphasized that the budget should give priority to the increase of productive industry and agricultural production, social impact on drinking water facilities, improvement of sanitation and toilet use, reduction of maternal mortality rate, increase of literacy rate, reduction of school dropout rate, reduction of malnutrition and anemia. In the

program, there was also a discussion about the problems and challenges seen in the implementation of the budget and program in the previous year, so that they do not repeat themselves in the coming year. It was suggested that the government should pay attention to the formulation of reform plans by taking the issues of many plans with a budget of less than 10 lakhs, the number of multi-year plans increasing, the number of incomplete plans, the gap between the budget estimate and the reality, the size of the budget being large, the range of internal income being narrow and the current expenditure continuously increasing as challenges.
