The discussion on the annual policy and program for the next year presented by the government in the Lumbini state assembly has started. The discussion on policies and programs for the financial year 2082/083 started from the seventh meeting of the sixth session held on Friday. On the first day of discussion, 18 members of the state assembly spoke.

In Friday's meeting, Chief Minister Chetnarayan Acharya submitted a proposal that policies and programs should be discussed in the meeting. The discussion started after the proposal was accepted by Speaker Tularam Gharti for decision. 

The Lumbini state government had brought 204 points of annual policies and programs, giving priority to agriculture, industry, tourism, infrastructure and other sectors. Speaking in the discussion, State Assembly Member Bishnu Prasad Panthi said that the policies and programs are of a kind to instill hope. He hoped that the return would also be seen if the budget was managed accordingly. 

He suggested the government to move forward with the policy of making the province an organic province as a resolution proposal. "The policy of making a fully organic province is very good," he said, "it is also necessary to pass it in the form of a resolution in cooperation with the cooperatives."

State Assembly member Nima Giri criticized the policy program as male-centric. She also said that even though the policy program to balance the periodic and medium-term budgets is mentioned, there is no possibility and basis for such a thing to happen in the budget and plan. She said that the women who became single after the disappearance of their husbands during the conflict were deprived of the facilities provided by the state to single women, and she also urged them to ensure a policy to ensure that they also get the facilities. "Women who are single due to other reasons will get state facilities, but single women from missing families are not getting facilities," she said.

Another state assembly member Dipendra Kumar Punmagar said that although many projects of the country's national pride are in Lumbini province, the province has not picked up the pace of development. He said that every year plans are made but the situation is not implemented and the province is becoming weaker. "The north-south and east-west highways along with the international airport are in Lumbini province," he said, "but the condition of the province is getting weaker." Plans are made every year. There is no implementation. It is necessary to improve on the fact that it is falling into popularity without systematic implementation.' He said that the development is low due to the lack of resources in Lumbini and the tendency to gamble in distribution. 

State Assembly member Ratna Khatri said that the policy of making the entire province organic in agriculture is very important. "There has been a policy program in the direction of mechanization, commercialization and marketing in agriculture," he said, "if it can be implemented 100 percent, the prosperity of the province is possible."

member Sike Gupta said that it is important to create an environment that gives respect and happiness to the tourists who come to Lumbini. Sudhakar Pandey said that fertilizer, sowing and irrigation are necessary for farmers. Tara Thapa said that the policy program was not scientific, but there were some changes compared to last year. She said that the industrial policy of Lumbini province was not mentioned in the policy program and demanded to operate the cotton industry, iron industry and yarn factory in Lumbini province. 

Navraj Lamichhane said that the policy of sustainable forest management is good. He suggested that effective implementation is necessary to increase production from forests. His suggestion was to increase revenue by promoting the policy of selling decayed wood. 

member Minakumari Shrestha suggested that the policy program looks good on paper but is limited to speech, so it should be implemented according to people's needs and work. She urged to connect the sports area of ​​the province with tourism and expressed the suggestion that the Koilabas pass should be used for business, tourism and religious travel. 

Bhagwati Adhikari demanded the implementation of the policy of forming women's council in Lumbini province.  In the

discussion, Basanti Neupane, Basiuddin Khan, Kanhaiyalal Baniyan, Ramji Prasad Ghimire, Yamuna Roka Tamang, Rajkumar Choudhary, Dhan Bahadur KC, Surul Pun and others spoke and urged the government to effectively implement the program in line with the budget even though there have been many reforms. The discussion on the policy program will also be held on Saturday.
