The local level of West Nawalparasi has not shown any interest in controlling Beruju. The Auditor General's office has been giving the same suggestions and instructions every year in the audit. But people's representatives and employees do not pay attention to the implementation of those suggestions and instructions. This year, 319 million 92 million 40 thousand rupees have been lost in 7 local levels here.

People's representatives and employees who have started to take theoretical positions easily have repeated the same mistake every year. According to the annual audit of the financial year 2080/081 published by the Auditor General's office, Sunwal municipality has the highest number in the district.

During the audit of 2 billion 13 million 71 thousand rupees in the said municipality, it was found that 100 million 83 million 92 thousand rupees were unaccounted for. This will be 5.38 percent of the total budget, it is mentioned in the report of the Auditor General's Office. In the financial year 2079/80, there was only 23.1 million rupees in Sunwal.

In the report of the General Accountant, it is mentioned that in sub-section 8 of section 83 of the Local Government Operation Act 2074, 2 employees of the official level, 11 employees of the fifth and fourth level of the assistant level have been recruited contrary to the law, even though employees other than city police, office assistants, drivers, plumbers, gardeners, electricians and Sayash are not allowed to be hired on contract.

By doing this, Susta Rural Municipality did not collect business tax in the municipality until 2079/80 and did not document the business. 

It has been found that the employees were recruited contrary to the Act and the employees took incentive allowances without procedures. Even though these things are mentioned in the report every year, the local government ignores it, but every year this kind of violence is increasing. Even in Susta, 5 lakh 56 thousand 80 rupees have been illegally embezzled by hiring employees against the law.

The same type of violence has been seen in all the seven municipalities of the district . However, employees and public representatives do not show interest in reducing other types of fraud except those that need to be recovered.  "The audit done during the work, adding the amounts paid and the work not completed, it is seen that there is more fraud," said Sesha Kant Paudel, Chief Administrative Officer of Sunwal Municipality, "The fraud seen now is a little more because of the fraud. After the work is completed, the bill will not be calculated after the compensation is completed.' 

Even when the local government does not formulate the necessary laws and regulations, the General Account has been showing negligence. Susta rural municipality chairman Tek Narayan Upadhyay said that even if efforts are made to reduce the waste, the expenses incurred for the non-necessary and essential work of the municipality will be seen as waste due to the lack of procedures and laws.

Economist Jhapendreshwar Bhusal said that because the state is not taking the initiative to regulate the beruju industry, it is increasing every year. "The state itself is not paying attention to reducing unemployment," he said. Apart from the need for recovery, the state does not pay any attention to the correction of corruption. According to the audit report of 2080/081 in 7 local levels of the district, Rs. According to the 62nd annual report of the Auditor General, the lowest amount of irregularity was seen in Sarawal Rural Municipality and the highest in Sunwal Municipality in the district.
