Suggestion to bring the budget based on reality and implement policies and programs

The first meeting of the sixth session of the Lumbini Provincial Assembly has been completed. In the meeting, the members of the provincial assembly expressed their interest and concern about the government's policies and programs and the budget.
Although the provincial government has brought good policy programs in the past, it has been suggested that the budget should be corrected from this session as it is not able to meet the people's wishes.
The members have expressed concern that the government brings in a deficit budget every year, due to which liabilities are increasing and resources are shrinking. Therefore, it has been suggested that a reality-based budget should be brought on the basis of the Financial Procedures and Accountability Act.
CPN-UML chief whip Tulsi Prasad Chaudhary said that the state government is trying to bring the next year's policy program and budget based on the reality of Lumbini. He said that since the government is trying to move in that direction, it is necessary for everyone to cooperate. He expressed the opinion that many experiences involved in the Provincial Assembly should be considered as common property and should be moved forward.
He said, 'Many bitter and sweet experiences have been collected so far. Both of them are property of the assembly. If we take those experiences as an asset and move forward, both the government and the House can move smoothly and the government can come up with a proper budget.'
He also informed that the government is proceeding with determination to mobilize the financial resources of Lumbini and is working on budget implementation as a priority. He clarified that discussions were held with the leaders and chief whips of all parties during the formulation of the policy program and those discussions were guidelines for preparing the policy program and budget.
Chief Whip of Nepali Congress Jamuna Dhakal suggested that instead of increasing the size of the budget, it should be made implementation-oriented. Stating that the budget should reach the people's homes and yards and should be felt by the people, she said, 'The government is paying attention to making big books in the name of bringing the budget. However, that is not the important thing. The budget should reach people's homes. The people should realize that there is a Lumbini state government. The budget should be based on reality.' She also suggested not to bring deficit and unrealistic budget.
Similarly, Indrajit Tharu, chief whip of the Maoist Center, accused the government of not doing so even though it should have estimated the medium-term expenditure structure before preparing the policy program.
He said that the government did not discuss priorities and resources, did not estimate three-year medium-term expenses, and brought policy programs without studying the actual situation. If the budget cannot be brought based on reality, then the situation will be created that the liability will increase and the resources will decrease.'
Looking at the preparations of the government, he said that it is felt that the government is moving in the direction of the deficit budget again. Bhandarilal Ahir of JSP, Chandra Kesh Gupta of Janmat Party, Santosh Kumar Pandey of JSP Nepal, Minakumari Shrestha of RPP expressed their best wishes at the
meeting. In the first meeting on Wednesday, Speaker Tularam Gharti read the letters received from the state chief Krishna Bahadur Gharti. The second meeting of the sixth session of the Lumbini State Assembly will be held on Thursday at 1 pm.
