All Nepal Kisan Federation Palpa has suggested that all the 10 local levels of the district should arrange a minimum of 15 percent budget in the agricultural sector. The Federation has also stated that it is time for budget preparation at the local level and that a pressing program will be organized for the municipality to allocate at least 15 percent of the budget next year.
Federation District Committee issued such a suggestion to the municipality after issuing a 38-point manifesto after a two-day general meeting held in Tansen. District President Lakshmi Khanal said that 91 leading farmers, leaders, workers, agricultural producers and experts from 10 municipalities of Palpa gathered with enthusiastic participation. The
gathering has demanded that the chemical fertilizers, seeds, capital, technology and modern knowledge skills required by the farmers of the district be provided at the farmers' doorsteps. In order to protect the farmers, it has been suggested to ensure that agriculture and livestock insurance is made free of charge. The meeting demanded to identify, classify and list the farmers and arrange for the farmer's identity card to ensure the service facilities they get from the state based on the said card.
It has been emphasized that the state should create a simple, comfortable and commercial environment for selling vegetables and fruits produced by farmers. Likewise, Secretary Ranjiv Kunwar said that while determining the minimum support price for all agricultural products, there is a demand to ensure that the farmers get that price.
There is a demand to ensure the market of local products by establishing a collection center moisture center and an agricultural produce collection center with pesticide testing at each ward level. The conclusion of the gathering is that the rent of cold storage of local farmers' products should be paid by the local level.
The local level has declared the next decade as the Decade of Agricultural Revolution and demanded to arrange policies, programs, plans and arrangements. Kedar Basyal, a central member of the Federation, said that by modernizing, commercializing and specializing agriculture through the proper use of agricultural land, creating jobs in the country by establishing and developing agricultural industries, and preventing the migration of youth abroad.
It has been requested to give priority to agricultural tourism, saying that a policy should be taken to encourage one village, one product. It has also been emphasized that food sovereignty regulations should be issued immediately at the local level and food rights and fundamental rights related to food sovereignty should be implemented.
The gathering has also demanded to arrange 75 percent subsidy on agricultural implements by creating and implementing a farmer-friendly integrated policy.
