The Tinau Watershed Protection Bill is going to be submitted in the upcoming parliament session. According to Speaker Tularam Ghartimagar in Lumbini Province, it will be submitted in the current session and will be passed in the next session. This will open the way for residents of upper coastal areas to receive environmental service payments.

In June last year, the Forest Committee submitted the draft of the Tinau Watershed Protection Bill to the Speaker and it has been registered in the House. Dal Bahadur Gurung, Chairman of the Community Forest Coordination Committee, said that the Community Forest Coordination Committee has been demanding some funds for the protection and cleaning of its mouth when Tinau River passes through the Rupandehi Butwal sub-metropolitan area of ​​Palpa.

Residents of the upper coastal area of ​​Tinau River have been demanding payment of environmental services from the stakeholders of the lower coastal area for many years . Butwal sub-metropolitan city has paid 1.5 million in the last year, but no other city has given it . Butwal Sub-Metropolitan City, Butwal Hydropower, Drinking Water Institute, Sixteen/Sixteen Irrigation Committees are directly related to Tinau River. There are Tilottama Municipality, Siddharthnagar Municipality, Sainamaina and Lumbini Cultural Municipality as well as Suddhodan, Shiyari and Mayadevi Rural Municipality . 

With the registration of the bill in the parliament, some hope has been awakened in the residents of the upper coastal region. On the initiative of the Tinau Forest Coordinating Committee, a law is being made to protect the upper coastal area of ​​the Tinau River and promote it from the lower coastal area. 

Senior Vice President of the Committee Prem Prasad Pandey said that after the bill was registered in the House, some hopes were raised. He said that he has been leading 84 community forests of Tinau rural municipality and has been demanding that all the 14 municipalities that use the Tinau river should be included in the law to provide mandatory funds for the protection of the upper coast. According to the draft of the law, the amount received should be spent for estuary protection and income generation for the residents of the upper coastal areas. 

In recent years, the funds received by the rural municipality have been provided to the local forest committee for activities such as tree planting, keeping springs clean, and fire control. 14 local levels in Palpa and Rupandehi have benefited from Tinau river flowing in 97 km area. 

Now the Forest Committee will submit the draft to the Chief Minister, Forest Minister, Speaker and other stakeholders and discuss it, said Ganesh Raskoti, Secretary General of the Tinau Forest Coordination Committee. He says that although the community forest has an important role in protecting the mouth of the river, the local level that consumes water has not paid attention to it.

Savitra Gurung, joint secretary of the committee, said that it is necessary to bring a law from the state government. Water sources in the upper coastal areas are drying up. Environmental expert DR Ghimire said that now is the time for the local governments of the lower coastal areas to be a little more accountable, so the coming of the bill will benefit the residents of the estuary area. He suggested that the law of Tinau river civilization should be made.
