The Chief Minister of Lumbini Province, Chetnarayan Acharya, has said that the provincial government will address the agriculture sector in its policies and programs and budget.

Addressing the interaction program on ``common issues between the state government and local government heads'' organized by the state governance center under the office of Lumbini state chief minister and council of ministers on Thursday in Lamhi, Acharya said that the problem of agriculture getting priority in the policy but not in the budget will now be solved .

He emphasized that the three-level government should prioritize the agricultural sector and bring a program to increase production and productivity. ``The attention of the three levels of government was limited to infrastructure . Now it is necessary to create a program to connect people with production,' he said, ``A joint program is necessary to raise the standard of living of citizens below the poverty line.'' He informed that the common goals include building a prosperous Lumbini, improving service delivery and improving the standard of living of the people. ``Coordination, cooperation and coexistence between the three levels of government is necessary . The present government is not willing to cooperate,'' he said, ``increasing the size of the budget in the past years, the distortions increased . Now the state government has vowed not to introduce a deficit budget. We will bring policies and programs and budgets to complete the incomplete plans.

He said that the investment made in education has not yielded as expected, he said that now a plan should be made to give returns. He expressed the view that the policy of merging schools with less number of students should be implemented ruthlessly.

In terms of health, he said that the federal government should take responsibility as the provincial and local governments cannot bear the operating expenses of the 15-bed basic hospitals under construction at the local level. He said that the state government is working with the local government to partner with the local government for the management of loose cattle, to produce compost fertilizer from Patpatingar, to emphasize on organic production, to orient the hilly districts towards organic production and to make the cowsheds organic manure production centers. If it can be implemented in this way, it will be possible to declare Lumbini province as an organic production province  Tell .

Pointing out the need to coordinate between the province and the local government in activities such as nutrition improvement and waste management, he said that the local government should not be ignorant of the plans from the province.

When the provincial government focuses the budget on piecemeal plans, it is difficult to see the achievements, the representative of the local government suggested to reduce the small plans in the next year's budget . They suggested that the schemes initiated by the state government are incomplete and that they should be prioritized to complete them. The representatives of the local government have suggested that priority should be set while choosing the

plan, law officers should be sent to each municipality and policy reform is needed for secretariat management.
