Stakeholders and experts have said that confusion is being created about forest management based on the extension system because the community and stakeholders cannot be explained about the cycle of growing new plants by cutting unproductive and aged trees.

There is a debate among experts whether the forest will remain or not by protecting only Paka, Dhodra and Makkieka trees. Because of the lack of publicity about creating a green forest by growing new plants, it has had an impact on conservation. According to experts, there are disputes from time to time because the stakeholders cannot be explained about the positive aspects of forest management based on

promotion system. They have emphasized that the government should stop rumors after studying why there are frequent disputes. 

They say that the government should not hesitate to 'brand' the positive side as the forest area should not be kept empty by growing old trees. Durga Prasad Chaudhary, the former Forest Minister of Lumbini Province, said that even though good returns are being obtained from forest management based on the promotion system, the government side is failing to explain this to consumers and stakeholders. 

"It seems that the revenue collection of the government will increase if forests can be managed in a scientific way," he said. Bishwaprem Pathak, chairman of the Lumbini Provincial Assembly's Agriculture, Forestry and Environment Committee, emphasized that it is necessary to proceed after seeing whether or not consumers benefit from such a forest protection system. 

He said that he was satisfied with the on-site observation of the forests protected by the enhancement system in Lumbini. "Forest management through a circular system is necessary," he said.

He said that the provincial government should move forward by spreading the positive aspects of this system. He said that he is ready to do the necessary work for that. In the last week of March, the committee observed such forests across the province. The forest minister, secretary and committee members participated in the observation. 

Raju Chhetri, head of forest division office at Chandrauta, Kapilvastu, said that since forest management based on promotion system is a technical subject, consumers and stakeholders have not been able to understand it well. 

'It is not possible to provide one forest technician for a community forest,' he said, 'Even though we have provided one technician for 4/5 groups, we have barely explained the forest system to the consumers, but still there seems to be a lack of trust in this system.' 

He says that the sale and distribution system of wood should be facilitated in the future. Praveen Bidari, Head of Division Forest Office, Rupandehi, said that the issue of forest management is comprehensive through the promotion system.

'Managing the forest through this system has stopped encroachment and encroachment,' he said, 'The health of the plants is good. It is also necessary to make the forest healthy for the charcoal trade.'' "Now the wood has rotted in Ghatgaddi," he said, "the government should take a policy decision to prevent wood from being wasted."

State Forest Ministry Secretary Mohanraj Kafle said that a forest management program based on the promotion system has been implemented in 6 districts from West Nawalparasi to Bardia. Forest management is being done through this system in 365 community, 8 partnership and two Chakla forests of that district. 

According to him, in the year 2071, after the implementation of the scientific forest management procedure by the federal government, conservation started with such a system. This system was started from Tilaunrakot Partnership Forest of Kapilvastu in the state. 

In the year 2077, it was blocked for some time after the federal government canceled its procedure. Kafle said, "After the federalization process, the forest management standards based on the forest laws, regulations and promotion system issued by the state government after the law was made, said, 'Since Lumbini province is rich in forest resources, it is seen that if we can increase the production, we can create jobs, improve the forest management and the future condition of the forest will be better.'

"It is an 80-year cyclical forest protection system," he said, "Every year, large trees and other species of trees are removed by keeping Mau trees. Newly grown trees are cut when they are above 30 cm in diameter. According to Secretary Kafle, last fiscal year, 160 million revenue was collected in the state government's fund from such forests. 

27 million rupees have been deposited in the fund of the state government for various charges till March of the current year.
