Stakeholders have suggested to the Purvkhola Rural Municipality to effectively implement the law made to control and regulate tobacco products. In the multilateral interaction held by the rural municipality, the participants also gave 11 points of commitment for the effective implementation of the Act.

The participants also suggested that tolls, interaction at the ward level, pay attention to regulation and monitoring, declare prohibited areas, and emphasize publicity. The participants suggest that areas where consumption of tobacco products should be banned should be established by interacting at the toll, ward and village levels.

In the commitment made with the participation of village representatives, health experts, representatives of political parties, civil society leaders, teachers, businessmen, media workers and students, it is mentioned that sales and distribution of tobacco products will be done only from shops that have received a permit as per the provisions of the Tobacco Products Sale and Distribution Law. They have promised not to issue permits within 100 meters of educational institutions, to ban sales, distribution and use, to sell and distribute tobacco products to under-18s and pregnant women. 

Mohan Dhakal, the Head of the Health Branch of Purvkhola Rural Municipality, has committed to completely ban the sale of cigarettes and electronic cigarettes, to include this subject in the local curriculum to increase public awareness about the harm of tobacco products, and to declare all government agencies, schools, colleges, health institutions, ward offices, religious places, and playgrounds as prohibited areas.

It is mentioned in the act that the warning message and color pictures related to the harmful effects of tobacco consumption as prescribed by the federal law should be printed and engraved in Nepali language on at least 90 per cent of the total outer part of the wrappers, packets and parcels of the packaging and labels of any tobacco products.

In the law made by the rural municipality, it is mentioned that a fine of Rs. Punishments up to expulsion from public places are in the law. Yam Bahadur Chidi, Chairman of Mathagadi Rural Municipality, said that the person who cheats, who is an employee, will be warned and fined from 25 to 50,000 rupees if they are found to be advertising and sponsoring.

Sunder Prasad Shrestha, the chief administrative officer of Purvkhola rural municipality, said that the law passed by the rural municipality assembly was published in the gazette and has now reached the stage of implementation. "The commitment of all parties is also necessary to create a directory," he said, "I believe that there will be cooperation from all parties for this." Because it is related to public health, it is everyone's responsibility to implement it.

Subba Sukunraj Wik, Deputy of District Administration Office, Palpa, said that in order to control the situation where the incidence of diseases caused by tobacco consumption is high, this Act should be effectively implemented. He said that it has been proven that tobacco products are also the reason for the increase in the incidence of non-communicable diseases (cancer, heart, kidney, diabetes) in recent times. Khumkant Basyal, Ward President of Rambha Rural Municipality-5, said that since there is no option to control it, it is better to control and regulate it by making a law.  He said that if the work is carried forward by creating a guideline for the easy implementation of the

act, it will be a lesson to other municipalities as well. Anand Bahadur Chand, the head of Action Nepal, an activist for tobacco control and regulation, said that the number of people suffering from non-communicable diseases is increasing and the initiative of the local level to prevent human damage and death caused by tobacco consumption is commendable. 

The incidence of non-communicable diseases (cancer, heart, kidney, diabetes) is increasing in Purvkhola Rural Municipality. Last year alone, the rural municipality recommended 26 cancer patients for indigent citizen drug treatment. Dhakal, head of the health department, said that 8 people have been recommended in the current financial year. According to him, out of 26 people recommended, there are 8 from Ringnerah, 7 from Silua and 6 from Jalpa . There are 17 people with kidney failure in the village. There are 7 in Siluva and 5 in Birkot . Out of the 2,877 people screened by the municipality, 567 had high blood pressure, 228 had diabetes, 329 had kidney disease, and 9 had 9 had obesity. 46 people are getting medical treatment at the rate of 5 thousand.
