Under the Karnali River Control and Management Project, Rajapur, Dalai Ghat located in Rajapur Municipality-4 and Geruwa Rural Municipality-2 Rajipur, the embankment work has been stalled for years due to the negligence of construction professionals.
Dalighat of Rajapur Napa is considered to be the most vulnerable to erosion and flooding of the Karnali River. During the rainy season, more than a dozen settlements including Mukt Kamaiya Basti, Rajapur Bazar, Sangharsh Nagar will be flooded.
In addition, the engineer of the project says that the west side of the Karnali bridge in Sattighat will be cut and the traffic will be stopped. Siddi Shah, Mainchuli JV took the contract to start the embankment work on June 20, 2073 and finish on June 20, 2074. The said JV has extended the deadline for the fifth time and since the work could not be completed, the project has made final preparations to be blacklisted .
The head of the project, Sudin Muktan, said that the contractor company did not come in contact despite repeated requests. He said that despite extending the deadline for the fifth time, since the contractor company did not work, they were forced to put it on the black list.
Locals are angry with the contractor company that does not work. Vidur Pokharel, the ward president of Rajapur Napa-4, said that due to the negligence of the contractor, the entire municipality is at high risk of floods and erosion. He told that if the state does not pay attention to this, flood and erosion will destroy the country.
Locals said that about 25 bighas of land has been washed away by cutting in Dalaighat in the last two years. The project has informed that the contractor company is not in contact.
Geruwa Rural Municipality-2 Rajipur on the Karnali River is at high risk of floods and erosion. Shanidev KDN Singh JV Kailali, who extended the deadline for the embankment for the second time, has been outraged by the locals. Local Barghar Kali Bahadur Tharu complained that the contractor who was supposed to complete the work last year did not work this year as well.
"The contractor has only done the weed removal work," he said, "We will let the contractor come here and get the work done. The project says that the builder who took the contract for 75.6 million for about 600 meters of embankment has received 2.96 million payment.
Geruwa Gapa-2 Ward President Krishna Tharu said that during the rainy season, dozens of settlements are inundated and displaced. He complained that even the planted paddy gets damaged due to drowning. The project chief Muktan said that his mobile phone would be switched off when he was in contact with the contractor company.
The Karnali project, which was established on October 29, 2071, aimed to build 71 km of embankment within 5 years. After 11 years, even 25 percent of the embankment work has not been completed. The project has said that only 15 km of embankment work has been completed so far.
According to the project, the reasons for not being able to complete the work on time as per the target are insufficient annual budget allocation, excessive flow of water in the Karnali river, no laboratory for testing construction materials and negligence of the contractor company. According to the master plan of the
project, the embankment is completely completed. DPR of 12 billion 80 crore 74 lakh rupees was approved. So far, more than 1 billion 52 million has been spent on embankment.
After Karnali changed its course about two decades ago, the risk of flooding and erosion is increasing in the western region . To prevent this, the project office was established.
