The minister traveled by bus for 3 days under his own leadership and monitored 12 community, partnership and Chakla forests in 6 districts. He inquired about the forest while interacting with the tenant. "There were more bad things than good," said Minister Kalwar, "I went to the field to see how the forest was managed." Even in that, instead of waving the flag, you will know the real thing if you arrive like ordinary people.'

Secretary of the Ministry Mohanraj Kafle said that although he welcomed 3 forest ministers to the ministry and reinstated them, he has never seen another minister as simple and ordinary as Kalwar. "The minister has a lot of curiosity to know and understand about the forest," he said. It seemed as if the minister was trying to give a good message to others by walking in the same bus with the staff.' 

Nawalparasi's Pratappur rural municipality-6, Guthiprasauni house, he is also nicknamed 'Kisan Neta' by the district residents. The political journey of Kalwar, who has always raised farmers' issues, started from a farmer's background. "He usually prefers to travel by bus and motorcycle," said Manoj Singh, the minister's personal secretary.

When Chief Minister Chetnarayan Acharya expanded the three-member cabinet on October 7, he was given the responsibility of Forest and Environment Minister from the Congress quota. Kalwar, who became a minister at the age of 71 after 45 years in politics, is popular in his politics and personal life, but it remains to be seen how he will popularize the work of his ministry.
