36-year-old Krishna Khatri of Tansen Municipality-5 died in a road accident on January 14 in Saudi Arabia. Immediately after the news of the accident, the Immigration Resource Center at the District Administration Office Palpa started an investigation.
Khatri died in an accident while going to his room from the company. Due to contact with the family, they were able to bring the body to Nepal on February 9. Based on the request of the family, after facilitating the foreign employment board through the center, the work has been made faster and easier to bring the body.
Not only Khatri's, his sister-in-law Maya Sunar said that the body of 41-year-old Som Bahadur Sunar, who died in Malaysia on November 12, was recovered within 9 days. After submitting the application at the center in the administration office, it became easier for him to take the dead body.
"There was a news that the brother-in-law who had gone abroad (Malaysia) died there," she said. According to Tara, Sunar's wife, she has not yet received the amount of benefits from the company including insurance.
"I heard that money is coming from two places," she said, "Money has come from one place (insurance). The other one has not yet arrived. She said that the Malaysian company did not provide any kind of support. Not only Khatri and Sunar, the Immigrant Resource Center in District Administration Office Palpa has become a helper for those going abroad and those who have gone abroad.
District program coordinator Dinesh Ghimire said that the Safe Migration (SAMI) program operated in Tansen municipality has conducted a migrant resource center in one class in the administration. According to him, the center has been providing facilitation as well as counseling services. According to Chief District Officer Toynarayan Subedi, counseling service has been provided compulsorily to every citizen who makes a passport at the administration office. He said that
, as well as assisting in bringing the bodies of those who died abroad due to employment issues to Nepal, condolence was expressed at home to the families of the deceased. "Complaints of frauds during foreign employment are registered and discussions are held between the two parties," he said. The
center has provided individual and group counseling to 6,680 people who went to work, study or returned from abroad. According to the center, 369 people who have consulted have been followed up by phone. The administration office said that it has facilitated the removal of 7 dead bodies, while 5 cases of foreign fraud have been reported and correspondence has been sent to the relevant places for both parties to discuss the matter and to identify and search for the person.
Inter-Governmental Coordination Meeting
The Safe Migration (SAMI) project, which is organized by the federal, provincial and Tansen municipalities, has held an inter-governmental coordination meeting for two municipalities and eight rural municipalities in Palpa. In the meeting, Palpa chief district officer Toynarayan Subedi informed about the activities of the Immigrant Resource Center.
Similarly, Pradeep Khanal, Senior Branch Officer, Ministry of Industry, Tourism and Transport, Ministry of Industry, Tourism and Transport, Pradeep Khanal, informed about the program being conducted in Lumbini Province.
Foreign Employment Board Program Officer Bishnu Aryal informed about the services provided by the board as well as periodic insurance. Head of Health Branch of Tansen Municipality Javindra Neupane informed about the work done under the mental health system.
District Coordination Chief Tankanath Khanal suggested that the local government should come up with a plan to create self-employment by staying in their own villages rather than encouraging the youth to go for foreign employment.
Local government head, deputy head, chief administrative officer, employment branch, head of health branch participated in the program and emphasized that the local government should help in establishing local household and cottage industry, reach the market of the produced materials and bring employment and income generation programs.
The Chairman of Purvkhola Rural Municipality, Nun Bahadur Thapa, said that although there are youth-targeted programs and self-employment programs, there is a lack of publicity. Shailendra Bhattarai, Chairman of Palpa Industry and Commerce Association, said that if internal job creation and policy arrangements can be made in collaboration with the private sector, the number of young people going to foreign employment will also decrease.
He also suggested that if the facility of discount on imported raw materials, arrangement of tax exemptions, access to the market and employment, entrepreneurship and production can be linked, the youth can be prevented from going to foreign employment. From Palpa, 50 to 80 people apply for passports every day for study and foreign employment.
