After Finance Minister Bishnu Paudel said that the work of Kaligandaki-Tinau diversion has progressed in an event in Palpa, the residents of the lower coastal area have gathered and discussed against it. The residents of the affected areas are demanding that the water of Kaligandaki river should not be unilaterally fenced off in the name of development. The meeting and discussion of stakeholders and locals of Lumbini and Gandaki provinces also decided to stand against it.
Residents of Palpa, Syangja, Tanahun and East Nawalparasi who live from Palpa's Ramdi to Devghat under Siddharth Highway are against the river diversion. But in the meeting of Lumbini and Gandaki Province Chief Minister held at Ranimahal, Rampur Municipality Mayor Raman Bahadur Thapa questioned about the opinion. In the 21-point common commitment, there is no mention of Kaligandaki river diversion. Chief Minister of Lumbini Chetnarayan Acharya and Chief Minister of Gandaki Surendraraj Pandey had turned the issue and answered.
The residents and stakeholders of the affected areas have been pressing to allow the river to flow at its own pace. The meeting held in Rampur of the stakeholders emphasized on the need to protect Kaligandaki and preserve its civilization. A plan to divert the upper part of Kaligandaki river to Ramdi area has been put forward. Stakeholders have become active as soon as the petition filed in the Supreme Court against the diversion of Kaligand was dismissed. Devraj Dhakal, President of Senior Citizens' Forum, said that the meeting and discussion held in Rampur demanding the cancellation of the diversion will create pressure to move forward with the plan for the benefit of the Kaligandaki coastal area and the valley without diverting it.
Rampur Municipality-6 Talpokhara discussed the topic of 'Possible Irrigation and Hydropower Future Action Plan to be implemented in the dependent areas of Kaligand' and how the water of the river can be utilized. Krishna Prasad Paudel, former joint secretary of the government, said that the past and present condition of the Kaligandaki river, the religious, historical and environmental importance of the river and the impact of the diversion of the Kaligandaki should be explained. The conclusion of the discussion was to put pressure to use the river for the benefit of the Kaligandaki valley without diverting it. It was decided in the discussion to request the Nepal government through the local level to implement the hydroelectric project by building a dam in the Dhandbensi area of Bullingtar and around the Uttarwahini area.

Detailed project reports (DPRs) have already been prepared for nine Kaligandaki lift irrigation from Ramdi to Ramdi in the lower coastal area from Hungi in Rambha to Bankamalang in Nisdi. The federal government has a plan to drop water in the Dobhan-Jhumsa area of Palpa's Tinau rural municipality through a 27 km tunnel.
Water will be pumped through an additional 7 km tunnel from Dobhan to Belbas in Butwal. 26 megawatts of electricity will be produced at that location. The government plans to irrigate 1 lakh hectares of land in Rupandehi and Kapilvastu with the same water. There is a plan to deliver 82 cubic liters per second of Kaligandaki water to Tinau in the report. A 38 km long canal will be constructed from Belwas to Wanganga in Kapilvastu. A report has been prepared to irrigate the areas east of Tinau through the 14 km long Eastern Canal.
In the year 2065, Paudel, who became the minister of water resources in the government led by Pushpa Kamal Dahal, immediately took forward the process of diversion. The pre-feasibility study report of diversion was prepared in June 2068. According to the report, the main tunnel will be at Pipaldanda in Palpa. It is mentioned that 70 villages of Rupandehi and 40 villages of Kapilvastu will be benefited by draining water through the tunnel. It is said that 104 MW of electricity will be generated from the project. A report has been prepared to provide irrigation facilities to 63 thousand hectares of land. A total cost of 18 billion 48 crores, 18 lakh 22 thousand has been estimated for irrigation. It is estimated that the hydropower project will cost 21 billion, 62 million, 30 million.
Part of Pipaldanda of Rambha Rural Municipality of Kaligand, Hoongi, the whole of Rampur Municipality and Bankamlang of Nisdi Rural Municipality passes through Tanahun, East Nawalparasi and merges into Devghat.
