Lumbini Province's Gaurav Yojana Rampur (Palpa)-Rolpa road has touched 9 out of 10 municipalities of Palpa. Some wards of Tansen and Rampur municipalities, Nisdi, Purvkhola, Rambha, Mathagadhi, Bagnaskali, Ribdikot and Rainadevi Chhahara Rural Municipality of the district have been affected. Out of 300, about 112 km area is in Palpa. But here the work has been delayed due to lack of budget.

Aryabhanjyang-Rampur and Harthok-Chhahra section under Rampur-Rolpa road are the old roads here . Both these sections are roads sealed 14 years ago . But now there is no name of black paper here . Black paper is everywhere. Potholes and dirt have been created. The busy street is deserted now.

'A lot of vehicles used to pass through this road,' said Keshav Pangeni of Rampur Municipality-9, Jagbadi, 'For the development of Rampur area and the construction of concrete bridges, all goods were transported using this road . But now the Rampur-Jabgadi-Aryabhanjyang road has become deserted.' According to him, the road which used to have 40 buses and trucks every day has now been reduced to two or four. The situation of small vehicles is also the same. "As far as possible, they have started using the alternative road of Kaligandaki Corridor from Rampur side," he said. Being a green road, its standards are different. Danda's settlement has been drawn so that the surrounding citizens can get services.

Many hotels and shops were opened on this street. But now the situation has come to leave the hotel. Tiran Kumari Shrestha, a local resident of Nisdi Rural Municipality-5, Galdha Beldanda, said that after selling the shop, she returned to farming and was forced to migrate to Terai. "It was sealed 14 years ago, now it is called the pride plan of Lumbini province," said Shrestha, who is also the vice-chairman of Nisdi rural municipality, "now, small and big vehicles cannot move due to lack of maintenance for a long time." So that citizens can be reached by walking in a short period of time. But due to the delay in work by the concerned agencies and non-repair of the road, the situation has come to find an alternative road.

During the rainy season, potholes are created and the local government is unable to repair them. Due to the pressure of the local citizens, the local level has done the work of filling the potholes and cleaning the landslides. According to Raman Bahadur Thapa, Mayor of Rampur Municipality, as the pressure of the citizens could not be tolerated, the work of filling the potholes and cleaning the landslides has been done. "We don't have a lot of budget, that's why we haven't finished the work of blackboarding," he said.

Lumbini is a proud project of the state government, but the local level has not cared about it . Narayan Prasad Acharya, a member of the House of Representatives, said that after the landslide was not cleared for a long time, the local level used the road department's dozer to clear the hole and clean the landslide. "They only opened the track at the place where the landslide went," he said, "After that, I had to work on my own when the local level did not take the lead to build a two-lane road." Even though the road division will take care of some parts, the situation is the same in the Harthok to Chhahara section.

Rampur-Rolpa road work is slow Although the local level widened the road four years ago, it has not been paved. Kamal Ghimire of Rainadevi Chhaara said that there are potholes, mudslides during the rainy season and mudslides during the winter. "During the years, the citizens have to suffer due to digging and keeping the road unpaved," he said. It has reached Jinabang through Malarani Rural Municipality, Pyuthan Municipality, Swargadwari Municipality, Rolpa's Holeri, Dahwan in Pyuthan. This road connects road 27 towards north and road 30 towards Dattin from Palpa to Rolpa Dahawan . The state government has put 52 main settlements under the Gaurav project.

The track of the road from Rampur to Rolpa is in operation . But the delay in upgrading has caused the road to collapse. The target of the Ministry of Physical Infrastructure Development, Directorate of Transport Infrastructure of Lumbini Province was to pave 290,000 kilometers of Rampur-Kapurkot road section by the end of June last year 2078/79. But due to lack of budget, the directorate's information officer Arun Gupta said that the progress was not as expected.

is maintained 15/15 meters from the center point of the road. He said that the work of Gaurav's plan has been chosen to remove slums with proper compensation, to widen the road where the life of Otasil black paper has expired. In Holangdi-Dhungakhani, the 3.2 km road has been blacklisted at a cost of Rs 5 crore 92 lakh. Although there is a contract to be completed in two years, only 55.4 million has been paid . Vasudev Bhandari, Head of Road Infrastructure Development Office Palpa, said that only 22.56 percent of work has been completed. "The work done last year is continuing," he said, "due to the low budget, the builders have also worked late." According to

Although the total cost estimate was 245.9 million, the contract was awarded for 142.2 million. According to the directorate, 13.17 crores have been paid so far. In Pyuthan, there is 5 km of black paper within Pyuthan municipality. Although the cost was 1752 million, the contract was awarded for 1156 million. The directorate has informed that it has been blacklisted within 2077 to 2080 . 1.3 km road work is being done in Pyuthan Municipality and Swargadwari Municipality of Pyuthan. The estimated cost of this road is 40 million, and the contract has been awarded for 247 million Its progress is 45 percent. A 2.5 km contract has been awarded in Runtigadhi Rural Municipality and Triveni Rural Municipality of Rolpa. Although the cost estimate is 37 million, the contract has been awarded for 255 million. According to the project side, the road construction work has been delayed due to insufficient budget allocation for the

project. Various districts of Gandaki and Karnali provinces along with Lumbini will be able to benefit from this road. According to the state government, this project has been started with the aim of stopping the increasing migration from the hills to the plains, increasing the production and marketing it and developing a new religious and tourist destination. Its total length is three hundred kilometers. Of which 112 kilometers are in Palpa, 78 kilometers in Arghakhanchi, 67 kilometers in Pyuthan, 35 kilometers in Rolpa. Under the annual program of the Ministry of Physical Infrastructure Development of Lumbini Province, there is a program to expand major highways at the provincial level.

Similarly, the Holleri-Kapurkot road project has been established. But in some places, multi-year contracts are used and there is lack of budget.

Although the road has been started since the financial year 2076/77, the work is slow. In the early years, under this road, 100 million rupees were allocated for Palpa and Arghakhanchi and 100 million rupees for Pyuthan and Rolpa.
