The direct effect of the continuous change of government has been seen in the development expenditure of the Lumbini government. The development expenditure till the end of December has been limited to 16 percent. While last year at the same time, the state government had spent 18 percent on development. During this period, the government has spent only 4.9 billion 1.3 million rupees towards development.

According to the Office of the Controller of Funds and Accounts, 23.95 percent of the current expenditure has been spent. Out of the government's allocation of 38 billion 97 million rupees for the current year, a total of 7 billion 53 million 59 million rupees has been spent till the end of March.

One of the reasons behind the government's spending power being so weak is that the government changed at the beginning of the current fiscal year, i.e. in July. Chetnarayan Acharya of UML was appointed as the Chief Minister on July 7 after UML-Congress alliance was formed. After becoming the Chief Minister, he decided to implement all the schemes above 5 lakh only through the contract process . Before that, plans of up to 10 lakhs were implemented through quotations. After this decision, small and small projects could not be started. There are about 1200 schemes of the state government up to 10 lakh rupees. All those plans are now on hold.

Out of the 38 billion 97 million rupees allocated by the government, the capital budget was 24 billion 58 million 59 million rupees. So far, only 4.9 billion 1.3 million rupees have been spent on development. Currently, out of 14 billion 38 billion 41 million, 3 billion 44 million 46 million have been spent . According to the Ministry of Economic Affairs and Planning, 81.16 million has been disbursed out of 3.14 billion for the equalization subsidy distributed by the government to the local level.

There are 10 ministers including the Chief Minister in Lumbini, which has 11 ministries. The Ministry of Youth and Sports is run by Chief Minister Acharya himself. According to the Ministry of Economic Affairs and Planning, the capital expenditure of the Ministry of Women, Children and Senior Citizens is zero, while the Ministry of Health has spent the most 42.12 percent of the budget. Ministry of Internal Affairs and Law is the one that spends the least budget. In the six months of the current year, only 0.16 percent of the Ministry's 177.4 million has been spent.

2 billion 55 million budget was allocated to the Ministry of Health in the current year. Out of that, the Ministry of Health has already spent 1 billion 17 crore rupees in 6 months. The Office of the Chief Minister and the Council of Ministers spent 3.93 percent, the Ministry of Economic Affairs 21.94 percent, the Ministry of Energy, Water Resources and Irrigation 11.62 percent, and the Ministry of Agricultural Land Management and Cooperatives spent 18.80 percent of the development budget. The Ministry of Physical Infrastructure Development, which has the largest budget, has spent only 14.61 percent. The Ministry of Physical Sciences received a budget of 10.36 billion in the current year. Of that, 1 billion 76 lakh rupees have been spent in 6 months .

Deepak Gyawali, head of the Office of the Controller of Funds and Accounts, said that the total budget was 7.53 billion 59 lakhs with current expenditure of 3.44 billion 46 million and capital expenditure of 4.9 billion 13 million. "The development expenditure up to the middle of the year seems to be around 16 and a half percent," he said.

The state government had yet to pay 2 billion 19 million rupees to the builders who completed the work last year. Of that, one and a half billion more has been paid. It also seems that the financial progress of the government has increased in percentage.  

Chief Minister Chetnarayan Acharya claimed that the physical progress is 24 percent. "Though there are some weaknesses in the social financial progress, the material progress looks good," he said, "overall, 24 percent has been spent." It's not disappointing . According to Chief Minister Acharya, when the Ministry of Women, Children and Senior Citizens was merged into the Ministry of Social Development, there was a delay in the budget expenditure and now the cabinet will take a decision and implement it.
