In the Tuesday meeting of the ongoing session of the Lumbini Provincial Assembly, the theoretical discussion on the bill for the establishment, operation and management of the Lumbini Research and Training Institute was completed. The bill was submitted in Monday's meeting.

On behalf of Chief Minister Chetnarayan Acharya, Urban Development and Water Supply Minister Saroj Thapa presented the bill for theoretical discussion in the meeting. In order to provide simple, easy and effective services to the people of the province, to provide training to the employees of the province, and to develop efficiency, the government has prepared a bill and submitted it to the provincial assembly.

State Assembly members Yamuna Roka Tamang, Yama Bahadur Sarki and Bhuvneshwar Chaudhary participated in the discussion on the bill. Discussing the bill which has 23 clauses, he said that the bill is very necessary as it is necessary to train not only the employees working in the province but also the elected people's representatives in various issues and procedures. 

Provincial Assembly member Yam Bahadur Sarki said that research and training are two different things, but although they are interrelated subjects, the current naming means research and training and it should be amended and called research and training. Similarly, Saraki said that the bill also failed to pay attention to the principles and recognition of inclusion in the state government structure was not inclusive according to the principle.  There is an arrangement to have an 11-member committee in the

establishment. It has been arranged that 2 people including 1 woman will be represented from the local level. However, since the system of representation of different castes and communities was not addressed in the committee, he requested to make it inclusive. "In the executive recommendation committee of the institution, one subject expert and employee has been given the responsibility," he said, "by increasing the number and embracing the concept of social inclusion, remove the employee who has worked in a public organization at the high management level or who is working at the 11th level. Also to the person  It is important to arrange for the appointment.

Provincial Assembly member Bhuvneshwar Chaudhary said that even though it came late, a very necessary bill for the province has arrived and it is necessary to make it a law as soon as possible. He said that it is important to have a secretary-level employee rather than an 11th-level employee in the chief executive of the bill. 

Minister Saroj Thapa while replying to the members of the State Assembly said that the suggestions given by the members of the State Assembly will be addressed during the revision of the bill. "The aim of the bill is to train state employees and people's representatives from the local level, to increase efficiency and work initiation," he said. He said that the bill will help in the management and development of the human resources of the state government, to make service delivery customer-friendly and to increase the efficiency of the employees.  After the discussion on the
