When the locals refused to pay the revenue for the meter connection, the electricity transmission line was cut across the Narayani river through the suspension bridge.
On October 10th, President Ramchandra Paudel inaugurated the suspension bridge and power line connecting Susta with pomp and ceremony. Deputy Prime Minister Prakashman Singh, who was then Acting Prime Minister, Deepak Khadka, Minister of Energy and Water Resources Irrigation, MP Vinod Chaudhary and Executive Director of Electricity Authority Kulman Ghising were present at the inauguration.
Speaking at the inauguration, MP Chaudhary said that he would request free electricity for one year for the residents of Sustab, and soon after, Minister Khadka assured that the minimum tariff would be waived for one year.
'Electricity has come through the bridge in Susta. This is an important aspect. On the request of MP Chaudharyji, I express my commitment to give minimum tax exemption for one year," said Minister Khadka on October 10. Locals were happy when they got the assurance of discount on electricity announced by ministers and MPs in the program attended by the President himself.
However, the Electricity Authority has cut off the line that has been taken due to the fact that they do not agree to keep the meter after paying the revenue. He said that because the leaders promised to give electricity concessions, the locals did not deposit the revenue amount for the installation of meters in the electricity office. After a long time, Munna Khan, the activist of Susta Bachau Abhiyaan, went to the district administration office to submit a memorandum to the district administration office after complaining about not being able to use the electricity even though it reached the village.
Out of 350 families living in Susta, only 185 have citizenship and land ownership. He demanded that electricity meters should be installed without citizenship as electricity meters cannot be given to non-citizens. "I was happy that electricity came to the village. However, due to the problem of citizenship, more than half of the residents of Susta have not been able to connect the meter, so they are unable to consume electricity," he said. There should be an immediate initiative to solve this problem.
After the construction of a suspension bridge on the Narayani river with a length of 1,571 meters in Susta, electricity was delivered through it. The locals, who were happy to get electricity through the bridge in Susta, which is in the grip of Indian encroachment, are now disappointed when the power line itself is cut. Susta, which is surrounded by the Narayani River on three sides and Indian land on one side, was previously powered by solar power. However, since solar could not operate the industry and other equipment except lights, the government has expanded electricity through the suspension bridge built in Narayani.
Local Nanhe Mian complained that after the electricity was delivered, the residents planned to operate industries and electrical equipment, but there was a problem because the electricity meter could not be connected. Solar lights only come on for a few hours at night. Apart from turning on the lights, sugarcane crushing in the village has to be operated with diesel,' he said Prashant Jha, Head of Bardghat Electricity Distribution Center of the authority, said that the line had to be cut due to lack of connection. "Even when we facilitated it many times, the residents of Sustabasi did not come to the meter connection process. Even though there were some requests, the meter was not installed because the necessary documents were not completed," Jha said. "Citizenship is required for meter installation. Locals have been demanding that meters be installed even if they do not have citizenship.' He said that nothing could be done from the branch as there was no information from the center about the tax exemption. "Nothing more can be done from here until the instructions come from the center," he said.
Before the bridge was built in the Narayani river, electricity was not available in Susta in 2077 through solar mini grid technology. Within three years, the solar grid has broken down from time to time. A solar grid was constructed at a cost of 48 million by the Alternative Energy Promotion Center and various agencies.
Chairman of Susta Rural Municipality, Teknarayan Upadhyay, said that there is a problem due to the non-implementation of the energy minister's speech of free electricity for one year. The local people refused to pay the money when the minister said that it would be provided free of charge. There is no situation where the local level can afford the expenses," he said. "The concerned ministry should show caution and solve the problem."
