The victims have been protesting for the past three months. Officials of local political parties, all-party system and rural municipality have also been supporting the victims. 

The mine victims formed a struggle committee and started a protest. The local administration has mobilized a large number of police after the conflict escalated. Police Chief of Rolpa Deputy Superintendent of Police Bharat Lama said that the situation is bad because of the ongoing agitation. He said that the police had been deployed to prevent him from coming.

In the beginning, two companies have been quarrying large quantities of limestone under the pretext of digging roads. For the past 5/6 years, Triveni rural municipality ward no. On 3 and 4, Shivswaroop Mineral Industries Pvt Ltd and Rolpa Chundhunga Khani Pvt Ltd have been mining limestone. Due to the quarrying of limestone by the rural municipality, the two companies have not paid compensation to the locals and revenue to the government. Recently, after the mine management company did not show interest in the demands of the local residents and the rural municipality, the locals started a struggle with the rural municipality.  After many discussions and meetings but no solution was found, the locals decided to protest. This time the movement  Omraj Gharti Magar, the coordinator of Sangharsh Committee who will be decisive, said.

Meanwhile, in the presence of former finance minister Barshman Pun, it was agreed a month ago to meet the demands of the locals. But after the repeated attempts failed, the locals started the movement again. 

Initially, the Rolpa limestone quarry took permission from the ward office for the purpose of digging a road in Kapildanda. But later, deforestation and quarrying work has been started continuously. According to the demand of the locals, correspondence was also made with the Department of Mines and Geology at the request of the rural municipality.

Chairman of Triveni Rural Municipality Karna Bahadur Bantha Magar said that the department conducted a study in 2078 at the request of the municipality. But since then, the department has refused to study, he alleges. He says, "Now the municipality is planning to bring a geologist to study it." The municipality has also been struggling with the local residents as they have been cutting down trees and cutting down the forest.

The local administration has said that the police had to be mobilized when there was a situation of conflict and unrest between the locals after the continuous protests. The administration deployed security personnel under the leadership of police inspectors from the area police office Ghartigaon and area police office Holeri for two days.

The police are currently deployed in the mining area from Gambling Nerpa. Dozens of houses in the village are at risk due to illegal mining. Locals cannot easily live in mine-affected houses. Locals said that there is a situation where the settlement has to be removed or excavation has to be stopped. Most of the 41 mine-affected houses are in a deplorable condition. The rural municipality has been filing a case in the court against the operation of illegal mining for a long time .

In the study conducted by the Department of Mines and Geology up to 2078, it has been mentioned that a large amount of revenue has yet to be collected from illegal mining.
