Due to the hype about the change of government and the introduction of the plan, the implementation of the plan started by the Lumbini state government in West Nawalparasi has been delayed. Bridges, roads, agricultural produce centers, water supply projects are not completed on time and some are in a standstill.

 Lack of coordination between the local level and the state government and lack of knowledge of some plans by the local government has led to problems in monitoring and implementation . The construction of Turiyakhola Bridge located in Ramgram Municipality-15 should be completed two years before . However, so far, only 20 percent work has been done . The work was stopped only after it was discovered that there was a flaw in the design .

The work was stopped after the design did not match the height of the river . Now the contractor company does not care about having to change the design and start the work again. After the residents complained, the mayor Dhanpat Yadav made physical infrastructure development minister of the Lumbini state government, Bhumishwar Dhakal, inspect the site .

The work of the bridge has not started even after one month after the minister instructed the subordinate staff to start it immediately from the planning site . M/S Sagun Om Infratech JV Kalikanagar Butwal has taken the contract because of the problem in the design of this bridge, the contractor got an excuse to work late .

An agreement was reached on 31st Baisakh 2077 and the construction of the bridge was completed by 30th October 2079.

'After the change of government in the work that was founded by one person, the work became incomplete due to the practice of not allocating funds and not taking interest in the plan,' said local Ravindra Chaudhary.

Similarly, in Sarawal Rural Municipality of West Nawalparasi, the roads under construction under the provincial government are also in a state of limbo. The construction of the 2-kilometer road connecting the rural municipality to the Hulaki road has not been completed even after three and a half years. The road has come to a standstill as the contractor has made various excuses and not done the work. As a result, the locals have a problem in walking .

The contract was signed in Baisakh 2078 and the construction of the road was completed in the middle of Chaitra 2078  Navin Construction took charge. So far 60 percent of the road has been completed. Technical Santosh Choudhary of Lumbini Province Ministry of Physical Infrastructure Development said that after the contract was started at a cost of 37.82 million, 163.55 million was paid to the contractor and the remaining amount was frozen at that time.

The agricultural produce center of Sarawal in West Nawalparasi, which was built for the collection and sale of agricultural produce, has also become unusable. In Goini located in Sarawal Rural Municipality-4, the collection center constructed by Lumbini Provincial Government, Ministry of Agriculture and Cooperatives and Sarawal Rural Municipality has stalled due to lack of procedures.

A collection center was constructed at a cost of 1.5 million in the financial year 2075/076 by the provincial government to market the agricultural produce produced by farmers in this area, which is considered fertile for vegetable and food grain production. The structure is becoming dilapidated due to lack of use.

"The work of the big projects conducted by the state government has not been done on time . We don't have laws to regulate. The province is not interested,'' Sarawal rural municipality president Sukhadi Prasad Chowdhury said, "We have been asked time and again to speed up the work. We have to bear the blame of the planning province.'

The Lumbini government has established an infrastructure office in the district to implement the plans and programs of West Nawalparasi. Vinod Kumar Choudhary, spokesman of the Roads and Bridges Division of the Ministry of Physical Infrastructure Development, said that although there were some problems in the absence of an office in the district, now that the office has been established, there will be no problem in the implementation of the work of the province.
