Good governance and transparency are the first condition when conducting development projects: Minister Dhakal

Physical Infrastructure Development Minister of Lumbini Province Bhumishwar Dhakal has said that infrastructure development plans will be moved forward only by maintaining economic governance. He said in a press conference held at Liwang in Rolpa on Tuesday that the provincial government has paid attention to formulating a good governance policy.

He said that while making every project and plan, he proceeded by adopting financial transparency and good governance. 'Our government has started working to create a good governance policy. Transparency and accountability are important for that,' said Minister Dhakal. 

He pointed out that the previous government and ministers including officials of the planning branch used to stay in expensive hotels while preparing the budget and instructed them not to do so now. It was customary to stay at Pauwa Hotel in Dang and Siddharth Hotel in Dang while making the budget. We removed that. Now we will make a plan only after taking suggestions from the people,' he said.

He also said that the current government is working on making a road master plan. He said that currently the provincial government is in the process of constructing 3,400 roads and is thinking of reducing them and constructing 300 immediately. Similarly, he said, there is a situation in which infrastructure plans can be brought only by raising budgets through grants or soft loans. He said that currently most of the plans are road construction and now the government has decided to divide the road into three levels and complete the construction. He said that a plan has been introduced to select and upgrade only 5 roads in each provincial constituency and to nominate them.

He said that the government has put forward a plan that should be used to promote tourism through each road by classifying the roads into different levels and levels. Minister Dhakal says that the government is currently working on classifying the current roads into border roads, provincial roads and highway roads. He said that the time to complete the construction of every infrastructure plan has been set until the end of May. "This is a mandatory condition to work and do according to this," he said. He is of the opinion that the current government will allocate at least 30 lakh rupees for infrastructure projects.

Minister Dhakal said that the current government has removed the facilities that were being taken by the previous officials of the province as part of the work of good governance. 'We have decided to remove special services and facilities taken by the former chief minister and others. We canceled the non-scientific service facility of pre-specification,' he said. He is of the opinion that political instability has increased due to the change in the leadership of the provincial government.

Minister Dhakal observed various projects and also participated in a meeting with the head of the office. Hemant Roka, head of infrastructure office in Rolpa, said that he arrived in Rolpa after visiting Rukum East via Baglung and is planning to reach the center of the municipalities.

In the period of seven years, six chief ministers have been appointed in Lumbini province. During this period, UML has led the government three times, Maoist Center twice and Congress once.
