According to the preliminary study, the total cost of completing the project was estimated to be 32 billion 20 million. According to the plan, some work was started from Ghodagaon to build about 6 km tunnel and about 9 meter penstock from the reservoir to Harigaon in Khungri and bring electricity to the hydroelectric house. If the project was completed, it was certain that 455.8 gigawatt hours of energy would be produced annually, while 228.53 gigawatts in rainy season and 227.28 gigawatts in winter could be continuously produced from the project . The plan was to connect the electricity to the central administration line to the 220 KVA transmission line at Lamhi in Dang, which is about 50 kilometers south. The road has been taken to the west through both the headquarters of neighboring districts Rukum East and Rukum West. But after not touching Rolpa, the district has become inaccessible. The Madhyapahari Lokmarg starts from Chiobhanjyang in Panchthar in the east and reaches Jhulalghat in Baitadi in the west. The length of the road connecting most of the districts and cities is 1,879 kilometers. The construction of the road project was started with the aim of supporting the expansion of 10 cities in 10 mountainous districts. The project has been started to settle towns and build necessary road network in Fidim of Panchthar, Vasantpur of Tehrathum, Khurkot of Sindhuli, Baireni of Dhading, Dumre of Tanahun, Burtibang of Baglung, Chaurjahari of Rukum West, Rakamakarnali of Dailekh, Sanfebagar of Acham and Patan of Baitadi. Since Rolpa has been isolated from the Madhyapahari highway, the residents of the district have felt separated. 

The road scheme under construction as the biggest scheme of Rolpa is Shahid Marg . The construction of Shahid Marg has been going on for about 17 years, but not even half of the work has been done. The starting point of Shahid Marg is Ghorahi of Dang. The Shaheed Marg that starts from here reaches Rukum through Holeri, Nuwagaon, Garigaon, Darbot, Ghartigaon, Duikholi, Kureli, Mirul and Thabang in the north of South Rolpa. The road connecting 5 rural villages of Rolpa also directly connects Bhume and Taksera of East Rukum . The goal is to connect the road construction to Dolpa . It is expected that this road will make many villages easier to access. But the fact that the road could not be built even after 17 years has become a mystery in itself. In some cases, road construction companies delay the work and in some cases, the government has not been able to allocate the necessary budget. When the black paper is finished, gravel, road widening and drainage work have not been done. The contractor companies who have taken the responsibility have left the work of digging new track of the road, upgrading it and also making black paper unfinished. This is the largest road scheme built in the memory of those killed in the Maoist armed conflict, which has been named Shahid Marg by the Maoists. The road has been named in memory of those who lost their lives during the then 10-year armed conflict.

From Ghorahi to Makot via Rolpa, the length of the road will be 220 km . Sahid Marg Planning Office Libang said that the work is delayed because every government does not allocate the budget with full priority. Even though the road from Ghorahi to Holeri in Rolpa was laid years ago, the road has also been destroyed because hundreds of tippers are running daily to take stones from Rolpa for the huge cement factory in Dang. There is still a dispute between the government, the contractor and the cement factory. It is estimated that the total cost of the road will reach 12 billion after the black paper. According to the office, the budget of 2 billion 500 million has been spent so far.

To connect the villages with Shahid Marg, the scheme around Shahid Marg is also named after Shahid. The word 'martyr' is also attached to the names of the plans allocated for the construction of different roads by several local levels and the state and federal governments . This practice is more common in Rolpa and Rukum. A huge budget has been spent on this. At the local level, elected officials from the Maoists have accelerated such actions. Such a campaign is carried out with the plan and policy made every year . Maoists have been allocating and implementing budgets in the name of deceased leaders and activists. MPs elected from the district to the state and the union also advance such plans . When the leader Krishna Bahadur Mahara was the finance minister, he brought a plan to build playgrounds and gardens in the name of martyrs with a budget of at least 50 lakhs in 5 dozen villages of Rolpa. Mahara and Barshman Pun paid attention to such schemes when they were finance ministers for two times. 

After coming to power for the first time after the peace process, the Maoist government invested heavily in Rolpa and spent the budget in memory of the people who lost their lives in the war. But for the victim families and the lower class, they did not build an industry, nor did they advance the income generation plan . Maoists have named the road from Ghorahi to Rukum in Dang, which was built since the Panchayat period, as Shahid Marg. In the first Constituent Assembly election of 2064, Maoist Chairman Pushpa Kamal Dahal, who was elected from Rolpa by a majority of votes, got the opportunity to become the Prime Minister for the first time since 2062/63.

Another public road of the country is going to be built from east to west - Madan Bhandari Highway. Though it has been repeatedly requested to start the construction of the road through Rolpa to the west, there is confusion whether the plan will touch Rolpa or not. There is a plan to bring the road, which has been constructed at a slow pace, to Pyuthan, a neighboring district of Rolpa. But the plan to take Salyan and Surkhet via Dang without bringing Rolpa has been made public. Former MP Lekhnath Acharya says that if Rolpa is not touched by the road project worth billions, it will be a real insult to Rolpa. "What kind of desire is there to belong to Rolpa as much as the leader of Maoist, but not make a plan for Rolpa?" He says, "For whom did the Maoist leader do politics?" They are constantly becoming ministers and parliamentarians.

Apart from these, there are no concrete plans for Rolpa and no plans to create jobs . Jaipuri Ghartimagar, the former leader of the Maoist, says that even as compensation for Rolpa, which suffered the most human losses in the then armed conflict and was physically separated from the mainstream of development, no development plan could be brought. In his view, it is natural to think that Maoists have always been with Rolpali to reach power and have been condescending to do something beneficial for them. 

What does the Maoist leader say?

The Maoist leader always claims to speak only for the victims. They also say that politics is done only for them. From time to time leaders keep giving such assurances. But they don't move forward with the plan concretely . After the peace process, leaders from Rolpa repeatedly reached the top leadership of power. The former commander of Ladaku, Nanda Bahadur Punamagar, belongs to Rolpa. He is the person who reaches the highest position . He became vice president again. There are many who have reached high positions such as ministers from time to time. Leaders Krishna Bahadur Mahara, Barshman Pun and Onsari Ghartimagar are among the most likely to get the chance. Mahara and Pun became Finance Minister twice each. Along with Mahara Artha, Deputy Prime Minister, Minister of Communications repeatedly became . Mahara and Onsari Ghartimagar got a chance to become Speaker. He became the Minister of Finance again. In addition, he also got the opportunity to lead the Ministry of Energy. 

Jhakkuprasad Subedi became a member of the National Assembly among the leaders who came into discussion. Jaipuri Ghartimagar and Tara Ghartimagar also got a chance to represent from Rolpa . Leader Jokh Bahadur Mahara and leader Kul Prasad KC, who were members of the Constituent Assembly, got the chance to become the Chief Minister of Lumbini Province. Leader Dipendra Kumar Punmagar, who was twice elected to the provincial assembly from Rolpa and also the provincial health minister, Tularam Ghartimagar, the speaker of the provincial assembly elected from Palpa, and Sushila Pun Magar, the sister of Varshman Pun, the leader elected to the provincial assembly from Lalitpur, also belong to Rolpa . In the first and second Constituent Assembly and subsequent parliaments, more than 10 leaders including Mahara and Pun from Rolpa have become MPs and ministers. 

Although access to the state power has been extended time and time again, why does it not work in favor of the conflict victims and ordinary citizens? Why can't they take concrete action ? There is no accountability for such complaints of district residents. After the peace process, more than 50,000 youths have reached different countries from Rolpa for foreign employment. Despite the change of power and government, they have gone abroad without finding employment in the village. But the process of reaching leaders and leadership in the district has not decreased. Development is limited to discussion and planning. As they are not able to create jobs, the youths are going abroad every day . The victimized youth complain, "The political leadership here has failed to work for the benefit of the citizens and the country by being distracted by the war at that time." They only worked for their people and relatives . 

The families of the people who lost their lives for the same war started by the Maoists have not received support and help. If nothing has been done for the living, why do they only make political speeches to honor the dead? The question of the victims is . If a sustainable development plan had been introduced when they came to power, they could have stopped those who went to work abroad and a plan could have been made for their families to earn money . But the attention of the leaders has not reached towards that. On the contrary, the voters and well-wishers are surprised when the names of the leaders are involved in unethical activities, smuggling and financial irregularities. 

There were 180 orphans in Rolpa during the Maoist armed conflict. 304 were kidnapped, 118 were injured, 466 were disabled, 3,510 were displaced, 3,000 were looted, 3,5 were destroyed, 52 were missing, 1,21 were killed and There are more than 80 victims who have been incarcerated. After a lot of pressure, the Truth and Reconciliation and Search for Disappearance Commission, which was formed by the government itself, could not work, so the victims did not get justice . Due to the lack of political attention, the victims complained that they could not get real justice. About 300 women lost their husbands and became widows due to the conflict. Because of the war, Rolma suffered the most human and physical damage.
