The government of Lumbini province has reached the final stage of the construction of the regional road network master plan to prioritize roads under construction in the province and to increase the quality and effectiveness of roads in construction.
There are more than 3400 roads under construction by three levels of government in 12 districts of Lumbini Province. The state government will reduce those roads to a maximum of 2,000 in the first phase. After that, the government is preparing to upgrade the road by allocating the budget based on the priority, importance and utility of the road. Accordingly, the physical infrastructure development directorate of the province has collected suggestions for the road master plan with 87 provincial assembly members from all 12 districts of the province.
Collecting the details of the roads in the district from the provincial assembly members of all 12 districts, Physical Infrastructure Development Minister Bhumishwar Dhakal said that the first phase of analyzing the under-construction situation and identifying the importance and needs has been completed.
'In the first phase, we have identified how many roads there are in each district, what is their condition through discussions with the provincial assembly members of each district,' Minister Dhakal said, 'now after discussions with stakeholders at the district and local levels, the road division infrastructure office, etc., the road standards and We are discussing the return and cost.'
He said that even now there are more than 3400 roads that are under construction and stalled due to investment from three levels of government and due to the practice of allocating a low budget, none of the roads can be completed and of good quality. He said that it has been made and implemented.
After the construction of the Provincial Road Master Plan, discussions were held to include less than 20 Provincial Public Roads in Lumbini Province, construction of only 5 roads in one constituency out of the 52 constituencies of the province, maximum 300 roads including public roads and provincial roads, and construction of priority roads of the government. Minister Dhakal said that he had moved on.
5 lakhs to 20 crores have been allocated for the road now . "After the construction of the master plan, the government is preparing to allocate at least 50 million to 500 million dollars," he said, "that will make the road quality and useful." Baijnath Choudhary initiated the process of provincial road master plan to classify the roads in Lumbini province. At that time, suggestions collection was started by discussing with the members of the provincial assembly . However, after the change of government, the subsequent ministers did not give priority to the road master plan.
The ministry discussed the road master plan with the provincial assembly members of Banke, Bardia in Nepalgunj, with the provincial assembly members of Rukum East, Rolpa, Pyuthan, Kapilvastu and Dang in Dang, Rupandehi, Gulmi, Palpa, Arghakhanchi, West Navalparasi in Butwal on Tuesday and Wednesday. Secretary of the Ministry of Physical Infrastructure Development Vimarjun Pandey said. The provincial assembly members participating in the discussion have suggested that a master plan should be created based on the Provincial Transport Act, and that the province should also take responsibility for road maintenance. Secretary Pandey said that the master plan is going to be taken to the second phase of the discussion based on the suggestions made in the
discussion.
'After the second phase of discussion, it will be decided which will be the provincial road and which will be the provincial road,' he said, 'roads will be constructed and upgraded based on that priority.' He said that the work of opening the track will be stopped. In 2077, the Lumbini state government introduced an act to regulate road construction, maintenance and expansion. Minister Dhakal said that he is going to start working by creating a road master plan to implement the same Act.
