The Koshi Provincial Government has spent most of the budget for the fiscal year 2082/083 in the last month of the fiscal year.
The government, which had spent only 45.5 percent of the total budget until Jestha, paid about 10 billion rupees in the 25th day of Ashad, bringing the annual expenditure to 72.72 percent.
However, despite the increase in expenditure at the last minute, initial data shows that both total and capital expenditure are the lowest in 6 years.
According to the Provincial Controller of Accounts Office, out of the budget of 36 billion 98.5 million rupees, the provincial government has spent 26 billion 25 billion 25 million 48 thousand rupees. This is 72.72 percent of the total budget.
The provincial government had spent only 16 billion 39 million 32 million rupees until Jestha. After that, 9 billion 86 million rupees were paid in the 25th day of Ashad. On the capital side, 6 billion 83 million rupees were spent until Jestha, and an additional 5 billion 55 million rupees were paid in the 25th day of Ashad.
However, despite the increase in expenditure at the last minute, the trend of development expenditure seems to be continuously declining. In the current fiscal year, out of the Rs 17.14 billion 62 million allocated for capital expenditure, only Rs 12.38 billion 58 million has been spent, which is 72.24 percent.
When comparing the last three fiscal years, it is seen that development expenditure has been continuously decreasing. In the fiscal year 2079/080, Rs 18.11 billion was spent on capital expenditure. Then, it decreased to Rs 16.34 billion in 2080/081. Development expenditure, which was limited to Rs 13.82 billion in 2081/082, has further decreased to Rs 12.38 billion in the current fiscal year.
Out of the Rs 18.85 billion 22 million allocated for current expenditure, Rs 13.82 billion 12 million, or 73.31 percent, has been spent. Out of the Rs 1 billion allocated for financial management, Rs 454.2 million has been spent.
The Ministry of Drinking Water, Irrigation and Energy is at the forefront of ministry-specific expenditure. The ministry has spent Rs 4.98 billion 87 million, or 87.76 percent, out of the Rs 4.67 billion budget.
The Ministry of Physical Infrastructure Development, which has the largest budget, has spent 7.45 billion rupees, or 69.97 percent, out of the 10.65 billion rupees.
The weakest spending is seen in the Office of the Chief Minister and Council of Ministers. The office, which has a budget of 505.5 million rupees, has spent only 217 million rupees, which is 42.94 percent.
