Itahari Sub-metropolitan City has presented an estimated budget of Rs 2.52 billion 2.87 billion for the upcoming fiscal year 2083/084. Deputy Mayor Sangita Kumari Chaudhary presented the budget estimating that the municipality will earn income from various sources for the upcoming year. The sub-metropolitan city, which has brought a budget of Rs 2.55 billion 2.21 billion for the current fiscal year, aims to focus the upcoming year's budget on infrastructure development, solving drinking water problems, and strengthening internal revenue.
The sub-metropolitan city, which has allocated more than half of the total budget for capital expenditure, has presented the budget this year as well, prioritizing development and construction. The budget presented by Chaudhary estimates that the equalization grant received from the federal government will be Rs 287.3 million. Similarly, Rs 497 million will be allocated for current expenditure and Rs 491.8 million for capital expenditure under the federal conditional grant. The federal special grant is estimated to be Rs 50 million.
The equalization grant received from the provincial government will be Rs 27.5 million 50 thousand, conditional grant towards current expenditure will be Rs 13.7 million 70 thousand and capital expenditure will be Rs 32.3 million. Similarly, under revenue sharing, it is estimated that Rs 199.8 million 57 thousand will be received from the federal government and Rs 22.2 million 53 thousand from the province for vehicle tax.
It is expected that Rs 250 million will be collected from land revenue and other distributions and Rs 563 million 40 thousand from internal revenue from local sources. Provision has also been made in the budget to take a loan of Rs 80 million through the Municipal Development Fund. The municipality has stated that the total budget will reach Rs 2.52 billion 28.7 million when all these sources are added. The sub-metropolitan city has classified the expenditure allocation on the basis of priority.
Rs 948.3 million 70 thousand, or 37.59 percent of the total budget, has been allocated towards current expenditure. Under financial management, Rs 12.4 million has been allocated for principal and interest payments. Similarly, the highest amount of Rs 1.29 billion has been allocated for development-focused capital expenditure. Rs 26.75 million has been allocated for thematic and programmatic expenditure. The municipality has stated that detailed details of current, capital and programmatic expenditure, ward-level plan limits and city-level projects have been included in the schedule.
Solving Itahari's long-term drinking water problem has been given top priority in the budget statement. The integrated drinking water and sanitation project is to be operated in partnership with the Asian Development Bank through grants and loans from the Government of Nepal and the Itahari Sub-metropolitan City and the Itahari Drinking Water Consumers' Association.
The contract process for the project has reached the final stage and the construction and operation work will proceed from the next fiscal year, the municipality has stated. The budget also includes a proposal to obtain a loan from the Municipal Development Fund by entering into a mutual agreement between Itahari Sub-Metropolitan City and the Water Supply Consumers Association to manage the required contribution amount from the local government for this project.
