The Infrastructure Development Office, Khotang, has written to confiscate the bank guarantee to blacklist the construction company that has not completed the work.
Anshubi-Nepal Phulbari-Pingala JV, Sunsari, which has not completed the work and has not completed the work, has written to withdraw the bank guarantee to blacklist it.
The construction company had taken the contract to construct a truss bridge on the Dikhuwa River between Diktel Rupakot Majhuwagadhi Municipality-4 Khalle and Diktel Rupakot Majhuwagadhi Municipality-15 Bijaykharka. An agreement was signed with the Infrastructure Development Office, Khotang, on 23 Poush 2082 to complete the work by 24 Baisakh 2083 at a cost of 27 million 26 thousand. However, the Chief of the Infrastructure Development Office, Binam Dahal, said that a letter was written to the Agricultural Development Bank, Kathmandu, on Wednesday to withdraw the bank guarantee and blacklist it because it has not completed the work. ‘We have started the process of blacklisting the construction company after there was no response from the construction company despite repeated requests to complete the work,’ Dahal said. ‘As soon as the bank guarantee is returned, the process of breaking the contract and blacklisting will increase.’
The construction company had taken an advance of 20 percent of the total budget of the project immediately after the agreement was signed. Dahal said that the contractor was out of contact after taking the advance. According to him, after the work was left unfinished and out of contact, a letter was initially sent on February 28, 2082 and March 19, requesting to start the work immediately.
Ignoring that, after there was no response, a letter was sent to the bank on April 7, 2083 to withdraw the bank guarantee. After that, Basant Budhathoki, who was involved in the construction, came in contact. Budhathoki had appeared in the office on June 4 and had made a commitment along with a construction schedule, saying that the work would be completed by June 20. Based on that, even though the deadline was extended to Asad 20, Dahal said that a letter was sent to the bank to return the guarantee within 3 days on Jestha 20 to blacklist the construction entrepreneur after he did not work.
Infrastructure Development Khotang has stated that not even 1 percent progress has been seen on the bridge. Dahal said that only the foundation of a single pillar has been dug and the rods have been laid. Construction materials have been brought to the construction site. Basant Budhathoki, a contractor involved in the construction, said that the work has been delayed recently due to elections and the workers' festival (Id). 'It has been 4 months since the agreement was signed, and during this period, the work has been delayed due to the elections and the workers' festival,' Budhathoki said, 'The work is underway, if the pillars are installed before the monsoon, the trust's work can be done even in the water.'
