Rajmani Bhandari of Khandbari Municipality-8 has resumed his satyagraha from Wednesday after his 15-point demands to maintain good governance in Khandbari Municipality were not addressed a month ago. He has announced that he will continue his satyagraha at the main gate of Khandbari Municipality until the demands are met after the 41st day of submitting the demand letter.
He mentioned that policy reforms are needed in Khandbari Municipality, especially related to education, public procurement, financial discipline, transparency and social security. He demanded that the municipal Education Regulations, 2075 be amended immediately and that the administrative and maintenance expenses given to schools should be increased in a timely manner. He also demanded that the municipality itself bear the entire cost of the process of filling vacant teacher posts and that a clear limit be set to control the arbitrary fees being charged by private schools.
Similarly, he has raised issues such as blacklisting contractors and companies that do not complete financial due diligence by amending the Public Procurement Regulations, 2076 BS, selecting only sustainable and practical plans, and not implementing plans without assured resources. He has also demanded that mandatory e-bidding be implemented in plans above Rs 500,000 and that priority be given to local producers and suppliers.
The demands include that the municipality itself should make arrangements to purchase agricultural produce to ensure a market for local produce in the agricultural sector, that the social responsibility funds received from the power project should be invested in the affected areas, and that health insurance should be provided at a 50 percent subsidy for citizens who do not receive government facilities.
Similarly, he has said that appointments based on nepotism and favoritism should be ended, contract employees should be removed, and the organizational restructuring process of the municipality should be stopped immediately. He has also put forward a demand that all decisions made after the 2079 BS local level elections should be made public.
