31 people's representatives, including deputy mayor Namrata Gautam Deuja, have boycotted the municipal assembly, alleging that Mayor Gyan Bahadur Gurung has unilaterally conducted the municipal assembly by violating the rules and procedures. Deputy mayor Deuja says that the dispute arose after Mayor Gurung tried to unilaterally proceed with the process by ignoring the municipal assembly members.
‘The mayor has unilaterally written letters to the members of the municipal assembly and the presence of the majority members has been ignored,’ she said, ‘We, 31, have boycotted the municipal assembly because we have been ignored without giving time for discussion on policy and program issues.’ She said that this step had to be taken because the people’s representatives elected by the people’s vote had demanded that the program be carried out in a legal and lawful manner. She said that she was informed about the municipal assembly only late on Sunday.
Meanwhile, Deputy Mayor Deuja issued a statement saying that the mayor had proceeded with the municipal assembly process in a manner that was contrary to the Local Government Operation Act, 2074. She said that the amendment of the allocated plan for the fiscal year 2082/083 and the change of the budget title should have been approved by the executive committee of all 10 ward committees and thematic branches of the city, but this did not happen. She said that the municipal assembly had to be boycotted because the legal provisions were ignored.
Mayor Gurung has admitted to boycotting the municipal assembly. He said that the deputy mayor and others boycotted the assembly out of dissatisfaction over the removal of 12 contract teachers. 'Everything was fine when the three term meetings were held before the House of Representatives election,' he said. 'Even though they are boycotting now, we have requested them to participate in the discussion. Out of the 55 participants in the municipal assembly, 31 people boycotted.'
