Ishwar Magrati of Aldanda, Tapli Rural Municipality-5 was included in the list of beneficiaries of the People's Housing Program. On the basis of being a member of a Dalit and disadvantaged community, the government built houses for four families from that village in 2077 BS under the People's Housing Program.

They built a neat 2-room house with zinc from the budget provided by the government in three installments of Rs 350,000 per family. But now all those houses are in a dilapidated state.

Less than a year after building the house, they and their families are in search of work, some in Kathmandu, some in Pokhara, various places in India and abroad.

‘The government has built a house, but the income from the farmland is not enough to eat for a year. I came to Kathmandu to work as a wage laborer after monkeys destroyed the crops I had planted with hard work,’ he said.

The federal and provincial governments have been allocating budgets for programs targeting Dalits, the poor, the endangered and the most marginalized classes and communities listed on the National Dalit Commission. The government built houses, but there are no people living there.

According to Surendra Prasad Shah, head of the Urban Development and Building Office, Biratnagar, 1,231 houses have been built in Udayapur through the Janata Awas program. He said that the Urban Development and Building Division Office, which was established to look after all eight local levels of Udayapur, has been providing services since the fiscal year 2075/076, but the responsibility of that office has now been given to Infrastructure Development. He said that the office has not kept records of the construction of houses and the final installment payment due to the lack of a monitoring mechanism.

‘Although the office has not monitored and assessed the effectiveness of the program, there have been more complaints that houses built in the hilly areas are unused than in the Terai/Madhes,’ he said. On Bhadra 24, during the Genji protest, protesters also set fire to the Urban Development and Building Biratnagar office, so the documents were burned and all the data was missing, he said.

He said that important documents were destroyed in the arson as the data/details were not kept on the office’s digital platform. According to him, all the materials in the office were burned during the Genji protest before the responsibility including documents was handed over to the Infrastructure Development Office.
