With the House of Representatives elections approaching, the lack of a decision on the leadership of the Nepali Congress in the district has affected the party's regular operations.

After the expulsion of District President Bishnukumar Rai, the activities of the Congress have come to a standstill as the district is without leadership, say leaders and activists. 

The Congress Khotang has been left without a leader after President Rai was expelled for a year on charges of not cooperating with the official candidate of the Congress in the 2079 provincial and House of Representatives elections. Rai was expelled for a year by the meeting of the Congress Central Disciplinary Committee on Asad 17, 2082. 

Rai had filed a petition for reconsideration on Shrawan 12, saying that the party had taken action against him with prejudice after his expulsion.  However, Dinesh Kumar Ghimire, Regional President of Khotang Congress-2, said that the Congress Center has not taken any decision on this matter.   

Since the Congress Center has not appointed a working representative after the expulsion of Rai, the work of recommending candidates for the upcoming House of Representatives elections to be held on Falgun 21 has not been able to be done.  Congress District Vice President Ivan Rai said that the party's active membership has not even been distributed and renewed. 'As the center has not taken a decision on time, it has not even been possible to recommend candidates, new active memberships and recommendations for renewal,' said Vice President Rai.

Khotang Congress has been left without leadership as the Congress center did not give working positions to Vice Presidents Tirtharaj Bhattarai and Ivan Rai. A worker said that even though Tirtharaj Bhattarai was ahead in the rankings, factional activities did not give him a working position. Vice President Rai, who is second in the rankings, has not made a decision despite his efforts to become a working position.

According to a district-based Congress leader, Rai, former Minister of State for Culture, Tourism and Civil Aviation Sarvdhan Rai, Provincial Working Committee member Bimala Rai, District Working Committee Secretary Gyanendra Joshi and other leaders are seen supporting Bhattarai as the acting president. Vice President Rai is also the Minister of Physical Infrastructure Development and Health of Koshi Province and Congress's Koshi Province General Secretary Bhupendra Rai, District Secretary Sameer Rai, Subash Pokharel and others are standing in favor of Deputy President Rai.
