The construction work of the under-construction municipal hospital building in Mahadevsthan, Halesi Tuwachung Municipality-7, which was left abandoned, has resumed. It is said that the construction was delayed due to the mismatch between the Detailed Study Report (DPR) and the condition of the land.
According to Kamal Giri, spokesperson for Halesi Tuwachung Municipality, the DPR was changed after the construction of the building had begun. Giri said that the pillars of the building were bent at the beginning and that they had to be demolished and another pillar had to be built. The six pillars at the bottom of the building were bent and they had to be demolished and rebuilt.
Giri said that the DPR had to be changed after the construction of the building had begun but the structures such as parking, gate, mortuary, canteen, pharmacy and others could not be built. ‘Even though the construction of the building had begun, the DPR was changed because the structures required for the parking, gate, mortuary, canteen, pharmacy could not be built,’ Giri said.
According to Giri, the building was left out of the 396 hospital buildings that former Prime Minister KP Sharma Oli laid the foundation stone at the same time across the country. The contract for the building was taken by Himalayan JV Biratnagar. The construction company had signed an agreement on July 7, 2078 with a budget of Rs 119.99 million (excluding VAT) from the federal government to complete the work by July 7, 2080.
Only the base pillar of the building has been raised. So far, about 34 percent, Rs 40 million, has been paid, said Nawaraj Katwal, the accounting officer of Halesi Tuwachung Municipality. The amount was paid for the initial running bill. After that, the payment was not made after the work stalled.
Raju Guragain, who is involved in the construction, said that the delay was due to the need to change the DPR. ‘The DPR and the land did not match,’ he said, ‘We have just started work after preparing the DPR according to the land.’

The land donors have provided 9 ropani 3 aanas of land free of charge for the construction of the hospital building. Of these, Prakash Chandra Giri has provided 1 ropani 5 aanas, Harish Chandra Giri has provided 5 aanas, Durga Bahadur KC has provided 2 ropani 5 aanas, Ratna Rai has provided 5 aanas, Gopal Giri has provided 3 ropani 5 aanas, Prem Bahadur Basnet has provided 8 aanas, and Gauri Maya Bishwokarma has provided 7 aanas of land free of charge.
The construction period has been extended repeatedly after the building was not completed on time. Recently, the executive meeting on Asar 29, 2082 extended the deadline for the third time until Shrawan 7, 2083. Guragain said that the work will be completed within that period.
