The Deunia river flows between two local levels Mechinagar and Virtamod municipalities in eastern Nepal. This river flowing between Charali and Buttabari under the East-West highway looks clean from the other side.

But, when the river is approached . Can't walk with stench.  Garbage can be seen on the two banks of the river . It has become mandatory for anyone traveling through the highway to wear a mask after approaching the river.

Virtamod municipality of the district puts the garbage collected in the city premises on a tractor and brings it to the river bank without interruption. The city does not care about the river, nor the environment, nor the vegetation. It has been more than a year since the initiative to bring waste from Virtamod city and pour it into the river. However, no one is interested in the proper management of waste .

'The city has made the river bank the dumping side. Garbage is brought to the tractor and dumped directly. There are many plants here, there is also a playground,' says a local, 'the river has become so stinky.' At the same time, the environment has not been cared for at all .'

The place where Virtamod is throwing garbage in this way is controversial in itself . Although Virtamod and Mechinagar Municipalities are separated by this Deunia river, Virtamod is also claimed on the east side of this river. While the land area east of this river is Mechinagar 13 .

thus a conflicting place in itself, that too in the river . However, the city is carelessly throwing garbage. Even though Virtamod has been throwing garbage here for a year, the matter was not becoming a matter of interest to the stakeholders. However, when Virtamod started to throw Fahor, which was only being thrown on the west bank of the river, on the east bank, then there was a protest here . Because the eastern bank of the river was being used as a cremation ground by the locals for decades. i.e. the families around Charali, Buttabari, Kalisthan who could not take the dead body away were using the eastern part of this river bank as a burial ground. Malami Tahara is also built here.

'We used to throw dead bodies on the banks of this Deunia river. This river was the Aryaghat for the families who could not afford the Kankai Ghat,' said Jagat Kumar Rai, who is also the president of the local Hariyali Community Forest, 'but instead of organizing this Aryaghat, Virtamod made a garbage dump.' Which the city is carelessly throwing into the river . According to Rai, the eastern bank of the river, where the Malami tower is located, is a green community forest. The community forest was also protecting the place where the Malami tower was located. However, the city, ward, forest committee started throwing garbage here without coordinating with anyone. Rai said that the forest committee has complete objection.

The side of the highway, the river bank, the land of the community forest and the place where the geography itself is disputed. Mechi Sub-Division Chief Forest Officer Suraj Niraula says that it is completely illegal to throw garbage in such a sensitive place. As it is a community forest area, the location of Aryaghat is under his office . No environmental testing has been done. Since they are geographically divided, Virtamod Municipality should coordinate with Mechinagar Municipality to take ownership of the land . Not even that," says Niraula, "We cut the letter to the community forest. In any case, we will stop the process of throwing garbage in this way.

Krishnaraj Sigdel, president of Mechinagar-13, says that before dumping garbage in the river, a hole is dug and the garbage is filled. He claims that the eastern bank of the river, where Virtamod is throwing garbage, belongs to Mechinagar-13. "However, when Virtamod threw waste in this way, there was no coordination with us and the city," says Ward President Sigdel, "This is not only a shell but also an area with a community forest." However, dumping of garbage is being done here ignoring any test, environmental report.' 

On the other hand, Suryaprasad Kandangwa, the ward president of Virtamod-6, says that they did not throw garbage in Deunia river, but built a river dam. He said that in coordination with the landowners on the west bank of the river, garbage was piled there to make a dam. "It's not littering." Garbage has been piled on the land on the banks of the river to make a dam so that the river does not enter,'' he says. That's for the embankment.'
