The Chief Minister of Koshi Province, Hikmat Kumar Karki, has said that the protection and promotion of human rights should be a shared responsibility not only of the state, but of all.

Chief Minister Karki mentioned that human rights should not be limited as the responsibility of the state and emphasized that equal roles of all parties are necessary in the interaction on the topic of 'Implementation of the National Action Plan 2080/85 on Business and Human Rights' organized by the Ministry of Labour, Employment and Social Security and the United Nations Development Program (UNDP) in Biratnagar on Wednesday. He made it clear that the government will be responsible for policy formulation and facilitation, adding that the government will not back down from its role. "Humanity and rights should be highly respected, everyone should protect them," said Chief Minister Karki. 

He pointed out the need to proceed by making laws, rules and regulations in harmony with international treaties and agreements, and made it clear that the government is committed to the protection of workers and businesses. Mentioning that although Nepal is a leader in the world map in the protection of business and human rights, other countries are taking credit for it, he emphasized that all stakeholders should take positive initiatives in this field. He promised that the provincial government will move forward in making necessary policies and laws. 

Minister of Social Development of Koshi Province Panchkarna Rai said that if the cooperation between the government and the private sector is strengthened, the protection of business and human rights will be more effective. He mentioned that the provincial government is creating a labor-related policy and promised to move forward by making policies according to international treaty agreements. 

Nischal Raj Pandey, joint secretary of the Ministry of Labour, Employment and Social Security, mentioned that after the United Nations adopted the Guiding Principles on Business and Human Rights in 2011, it is being implemented in different countries of the world. He admitted that even though it has been implemented in Nepal for 19 months, no specific work has been done. 

United Nations Development Program (UNDP) portfolio manager Tek Tamata gave detailed information about the National Action Plan on Business and Human Rights, the topics it covers and the role to be played by different levels of government.
