It has been found that illegal mining of river products has taken place in Udaipur under the protection of the municipality. Gravel, sand and soil were illegally mined from Chaudandigarhi Municipality-4 Kalikhola, which is within the Chure conservation area.

According to the "Presidential Chure Protection Program Implementation Procedures", from May 31 to October 1, river-borne materials cannot be mined, but illegal mining is being done under the protection of the municipality in the name of national pride projects.

Although it is said that the soil was excavated from the private land of Keshav Bahadur Bhujel located in Chaudandigarhi Municipality-4, the locals said that it was excavated from Ailani land.

According to Schedule 11 of the Economic Act of the Government of Koshi Province 2081, during the period when mining of river materials was completely banned, it was found that 3 excavators and 17 tippers were used to extract 6,000 cubic meters of soil from the sensitive area from July 4th. According to the

act, during this period, it is not possible to extract river products from any government, public or private land. However, Tejnarayan Shah, the owner of Sitaram Construction, has claimed that he excavated the soil based on the letter received from the Directorate of Projects (ADB) under the Roads Department on June 8 and the permission of Kaluman Lama, Mayor of Chaudandigarhi Municipality. According to him, 6000 cubic meters of soil has been excavated from 15 of the 38 Kattha areas in Chaudandigarhi-4 Kalikhola area after preliminary environmental study (IE).

Schedule 11 of the provincial government's Economic Act 2081 stipulates that if anyone excavates during the period of ban on the mining of river products, the first time a fine of 25,000 per tractor and 1 lakh per tipper will be imposed.
