Dwariklal Chaudhary, the former mayor of Itahari sub-metropolitan city, has said that the mayor Hemkarn Paudel has played with the future of the city residents by not bringing the budget on time.
He alleged that the people's representatives, including the current mayor, were involved in irregularities and claimed that the municipality was left in a state of budgetlessness after the favorable budget could not be passed.

The people's representatives, including Mayor Paudel, said that they were not responsible for the residents of the city, and Chaudhary accused them of turning the sub-metropolitan city into an employee recruitment center.
Stating that the Itahari sub-metropolitan city is run in a non-transparent manner, he says that the people's representatives ran away from the question without holding a public hearing. Chowdhury alleged that the current people's representative is indulging in various ambitious schemes and purchase obsession by stalling the plans that have already started in Itahari. He said that attention has been drawn to the fact that the plan for the long-term flood control of Itahari, which was covered by the then state government, has not been implemented.
Chowdhury said that the plan to divert the Tengra river has stalled and the municipality is depressed regarding the construction of the building of the local police office in Itahari. Chaudhary said that the 25-bed Itahari Hospital could not be upgraded to 100 beds, and said that the sub-metropolitan municipality had neglected engineering and medical studies to increase access to education for poor and disadvantaged children.
Chowdhury said that the sub-metropolis has failed to protect and use the land that has been grabbed by individuals and organizations in an unauthorized manner for years to protect public property and use it for the benefit of the people. He said that Janata Park, multi-caste museum and motorable bridge were stalled among the Itahari Gaurav projects that were carried out during his tenure.
