The administrative building of Aiselukhark Rural Municipality, which has been stalled due to the negligence of the construction company, has barely been completed after five years. The construction work was completed after the dispute was resolved through the mediation of Nepal Mediation Council (NEPCA).
The construction of the building, which was started during the previous local government period, was confirmed to be substandard during lab tests, and the work was stopped from May 2078. Rujan-Jagdamba-Bhuvaneshwari and Vaibhav JV involved in the construction submitted the lab report and then the work was stopped when more problems appeared.
Based on that, the contract was terminated by blacklisting the companies involved in the construction. As the construction company delayed the construction of the building, performed substandard work and submitted a report that passed despite the failure of the lab report of the pillar of the ground floor of the building, the contract was canceled and blacklisted in accordance with Section 59 of the Public Procurement Act 2063, the bond was confiscated and the bond was confiscated in accordance with subsection (1) of Section 63 of the Public Procurement Act, 2063 until the 8th of July 2080 by the decision of 9th July 2079.
Although the tender was invited on January 26, 2076, the cost of the building was Rs.
After the lab test report showed that the building was of poor quality, the dispute was resolved through the mediation of the Nepal Mediation Council (NEPCA) and the construction work of the building was completed under the Mediation Act, 2055, Girendra Bahadur Rai, head of the rural municipality, said. The building was completed by Rujan-Jagdamba-Bhuvaneshwari and Vaibhav JV, which did poor quality work.
Initially, the building was started with the budget of the state government, but Rai told that the rural municipality had to invest after the construction company made it substandard and the budget of the state was withdrawn. According to him, the rural municipality has spent two million three million for the said building.
"Initially, the construction of the building was started from the budget of the provincial government, but after the quality failed, the budget of the province was returned," Rai said, "Then it was built from the budget of the rural municipality." The newly constructed building was jointly inaugurated by Rural Municipality Chairman Rai and Vice Chairman Rajesh Rajbhandari. After the opening of the building, the office work has been started from its own office.
