Mechinagar Municipality has launched 'Gouravko Yojana' by constructing a structure on the land of the community school. The city has constructed a lot of structures at a cost of 3.5 crores on 10 kattas of land in Dhulabari Mavi and started the 'Women's Skill Development Centre'.
Mayor Gopalchandra Budhathoki and Deputy Mayor Meena Pokharel Upreti inaugurated the skill development center building on Thursday. It is not the case that this building, which has cost millions of rupees time and time again, was built on land owned by the city. Sources say that the building was constructed on 10 kattas of land given by the donor to 'use Dhulabari Mavi as a source of income'.

That The local Khadka family was enjoying it," says a resident of Mechinagar-8, "Later, the municipality made an agreement to give land to the family enjoying the land to build a house and build a building for women's skills development center on the remaining land.
According to the locals, for using the land, there is a condition that the city should also pay the school an annual amount. However, the locals say that it will not be possible to build such a building after spending crores of rupees on the land of the school. "Later, if Dhulabari Mavi feels the need and wants to take back his land, what will happen to this building?" he asked.
Mahendravilash Luintel, headmaster of Dhulabari High School, said that the land on which the building of skill development center was built belongs to the school. He also said that the municipality is providing Rs 30,000 per year to the school for using the land. According to him, an agreement has been reached between the city and the school regarding land use. Although the amount to be paid annually is mentioned in the agreement, it does not mention how long the city will use the land and when it will be returned.
The municipality said that since the right to protect and utilize the land of the community school is at the local level, it has made use of that right. Anant Prakash Wasti, head of the administration, planning and monitoring branch of the city, said that the building was built according to the plan to protect the land of the community school by using the authority of the local level. Regarding the school, it means that the city will assist in building construction, structural improvements, etc., and the city will make good use of the vacant land of the school. An agreement has also been reached with the school," he said. The construction process of the skill development center building, which is currently in operation, started during the tenure of the people's representative elected in the local level election of 2074.
However, the building could not be put into operation even after a long time had passed.
