Minister of Economic Affairs and Planning of Koshi Province Government, Ram Bahadur Magar, announced the principles and priorities of the appropriation bill for the financial year 2082/83 in the Provincial Assembly meeting on Sunday. The government has claimed that economic prosperity, good governance, sustainable development and improvement in service delivery will be the main basis of the policy and budget.
The bill aims to improve the standard of living of the people through an inclusive and responsive governance system by making the construction of a 'clean, happy and prosperous province' a long-term goal. The bill aims to achieve economic prosperity through strengthening the overall economic base, promotion of green economy, investment in private-public partnership and revenue growth. In order to ensure sustainable development, it is mentioned that priority will be given to programs related to environmental protection, disaster risk reduction and climate change through the budget. The
budget prioritizes quality education, accessible healthcare, rural infrastructure, and modernization and commercial agriculture. Schools, hospitals, agricultural service centers and road structures across the province will be upgraded. Minister Magar said, 'It is time to lay the foundations of prosperity by making the development potential result-oriented, so the budget will be focused on multi-year plans and transformative programs.'
The provincial government has declared 2082 as the year of Koshi tourism and said that it will promote religious, cultural and adventure tourism. Cooperation will be done with the private sector, local government and community in the development of tourism infrastructure. Likewise, technical training, vocational education and self-employment programs will be conducted to promote youth employment and entrepreneurship. In the bill, special emphasis has been placed on the strengthening of the electronic service system, corruption control and transparent budget implementation. Policy reforms will be made to increase internal revenue while making public expenditure frugal.
The appropriation bill mentions 24 areas that the government will focus on . They include areas such as disaster management, legal governance, protection of water and forest resources, improvement of the transport sector, regulation of cooperatives and public financial management.
Minister Magar made it clear that the discussion on the principles and priorities of the bill presented in the assembly will be the basis of the next full budget formulation. He said, 'We are ready to bring hope and confidence in the people, and bring a result-oriented and disciplined budget.'
