The Ministry of Home Affairs of the Federal Government has formally handed over the emergency warehouse built in the Biratnagar customs area to the Koshi state government. This warehouse has been handed over with the goal of making the implementation of federalism effective.
The Ministry of Home Affairs handed over the key of the godown to Koshi Chief Minister Hikmat Kumar Karki in a ceremony held at the Biratnagar Customs Office premises on Tuesday. It is said that this step is historic in terms of implementation of federalism in the program which was held in the presence of Home Minister Ramesh Akhtar.
The Home Minister said that the federal government has made a clear commitment to the implementation of federalism and said that cooperation between the federal, state and local governments is indispensable in disaster management. He informed that the Education Bill, Civil Bill, Bills related to Nepal Police will be passed soon and expressed the belief that these Bills will help in the implementation of federalism in institutional form. program, the Chief Minister of Koshi Province, Hikmat Kumar Karki mentioned that the process of transfer of rights has accelerated only after the formation of the provincial government and said that the efforts made by the federal government are positive. But clarifying that it is not possible to transfer all rights at once, he considered the narrow thinking and lack of knowledge at the staff level as a problem.
"The provincial government is proceeding according to the constitutional and legal procedures," said Chief Minister Karki, "but there is a challenge in implementation due to the lack of thinking and efficiency of some employees."
According to Engineer Dinesh Bhatt, Chief Executive Officer of National Disaster Risk Reduction and Management Authority, in Godamghar 11 types of relief materials including tripal, shelter kit, sleeping bag, blanket have been stored.
The government of Nepal has adopted a policy of building such warehouses in every province and handing them over to the provincial governments. Arrangements have been made to store essential disaster management materials received from donor agencies in these godowns. The chief executive officer of the authority, Bhatt, informed that from now on, the warehouse in the Biratnagar customs area will be completely under the state government.
