Due to the absence of law officers in the judicial committee, it is difficult to administer justice

The coordinators and complaint administrators of the active judicial committee at the local level of Panchthar district have pointed out the need to send a legal officer to the committee to make the administration of justice effective.

Although there is a provision to have posts in the judicial committee, there are no law officers at any local level in the district. They said that the conciliator and the judicial committee are having problems in receiving complaints, sending the case to the higher level and filing the documents.

In the reconciliation interaction organized by the Reconciliation Council on Thursday in Fidim, Panchthar, the vice-presidents and complaints administrators of the municipality who participated in the judicial committee shared their experience of facing difficulties in proceeding with the process as not only civil but also some complex criminal cases come to the judicial committee.

Tumwewa Rural Municipality Vice President Khadgasunder Samwahamfe said that there will be technical difficulties in the administration of justice as the people's representatives and staff in the judicial committee are not law students.

Saraswati Sivakoti, complaint administrator of Phidim municipality, emphasized that the officers and employees of the judicial committee should participate in refresher and advance training.

He said that after the completion of the local level elections and the election of the new people's representatives, if training can be given on capacity building and jurisdiction disputes, it will be easier to carry out the work .

Advocate and listed conciliator Yudhishthiraraj Amgai stressed that the remuneration received by conciliators is very low and should be reviewed.

Ganesh Khatiwada, complaint administrator of Yangwarak Rural Municipality, stressed that the required educational qualification for mediators has been set at graduation level, but since it is difficult to find volunteers who have graduated in rural areas, the educational qualification should also be changed. In the

program, Santkumar Serma, vice president of Miklajung rural municipality, Thamraj Neupane, complaint administrator of Falgunand rural municipality, Mahendra Bahadur Khadka, vice president of Kummayak rural municipality, judicial administrator of Falelung rural municipality, Giriraj Bhandari, presented the outline of the activities conducted by the judicial committee in their respective municipalities. Speaking at the

event, Kumar Regmi, president of the reconciliation council, expressed the opinion that the judicial committee under the local level and the conciliator should play an active role in dispute resolution.

He said that the courts have recently adopted the policy of reconciliation as no one loses if any dispute and case is resolved through mediation. In the

interaction, Samar Bahadur Adhikari, Chairman of Hillihang Rural Municipality, Mitra Prasad Kafle, Chief of Fidim Municipality, Ramraj Angdembe, Chief of District Coordination Committee Panchthar, Chief Justice of Biratnagar-Ilam High Court Pipul Neupane, Co-Registrar of Supreme Court Arjun Koirala and Judge Kumar Maske of Panchthar District Court expressed their opinion about the effectiveness of judicial committee.
