The meeting held by the Koshi State Council of Ministers has decided to end the current session of the State Assembly from 12 o'clock tonight. The winter session started on January 7. Provincial MPs complain that despite 23 meetings held in the three-month-long provincial assembly session, no significant achievements have been achieved.
According to the State Assembly Secretariat, 9 bills were registered in this session, out of which 6 have also been passed. Among the bills passed are the Act, Duties and Powers Amendment Bill of the Chief Justice, Provincial Livelihoods Bill, Provincial Seeds Bill, Provincial Building Act Amendment Bill, Provincial Environment Bill and others.
Similarly, the Province Mass Communication Bill, Koshi Province Drinking Water Bill and Koshi Province Environmental Protection Act Amendment Bill have been sent to the Justice Administration and Legislation, Natural Resources and Infrastructure and Industry, Commerce and Environment Committee respectively.
A non-governmental bill has been registered in the Koshi state assembly for the first time, which aims to protect, promote and develop all the national languages spoken in the state. Geeta Timsina, chief whip of the main opposition party CPN-Maoist Center, accused the government of not giving priority to this bill.
Maoist MP Gombu Sherpa and CPN (Unified Socialist) MP Khinu Langwa Limbu registered the 'Bill 2081 to regulate the language of government work in Koshi Province' in the Provincial Assembly. In this bill, it is proposed to document and archive in Maithili and Limbu/Yakthung languages.
Maoist criticizes
Maoist Koshi State Parliamentary Party has opposed the government's decision to end the winter session of the State Assembly suddenly and termed it as 'against the parliamentary tradition'. Maoist chief whip Geeta Timsina called the government's performance "disappointing" and accused the people of losing faith.
The Maoist Center has said that making the Provincial Assembly inactive is a serious issue in the context of the declining trust of the people towards the government. "This has not only exposed the failed performance of the government, it has been seen that it has failed to fulfill its responsibilities," the statement said. Stating that the performance of the state government was 'disappointing', the Maoists claimed that the sudden end of the session was only a failure of the government.
