As the 50-bed building under construction of District Hospital Khotang was not completed on time, the service users are in trouble. Even after the completion of the construction period, there is an obligation to treat the roof when the building is incomplete. Shyam Sundar-Ramsagar-Nepal Phoolbari JV signed a contract on 24th June 2078 to be completed by 24th December 2080 at a cost of around 229 million 47 thousand 92 rupees.
But after the work was not completed during the said construction period, the deadline was extended for 11 months till 29th of November 2081 . Even during that period, the acting head of the hospital, Dr. Rupesh Sangraula said. "The building should have been built already, but it has not been built yet, because of the lack of building, there is a situation where treatment has to be done in the Saaguro place (Thara), and the service could not be added," said Sangraula.
In the absence of a building, the patient admission room, delivery room, surgery room, emergency room and other services have to be provided in the tower . Due to lack of beds, patients who are admitted to the hospital are forced to seek treatment from nearby hotels and relatives' rooms.
In the building under construction, many works such as electrification, windows, doors, ceiling, water, elevator etc. are left. The workers involved in the delayed construction say that there is no material for the work. "The work was not much, but there is no material, if the contractor had given the material, it could have been done quickly," said a worker.
In an all-party meeting held on July 27th, concluding that the construction of the building was delayed due to the negligence of the construction company, a document was sent to the related company to complete the work by November 29th along with the construction schedule. It was signed by Ram Bahadur Katwal on behalf of the construction company. But the work is not finished even during this period . Chairman of Hospital Development Committee and Head of District Coordinating Committee Khotang San Bahadur Rai said that the construction company informed that it could be done within the next two months. "The work is very late, the construction company has informed that it can be completed in two more months," Rai said.
Koshi Province Physical Infrastructure Development and Health Minister Bhupendra Rai has said that initiatives are being taken to work soon. "The contractor is rushing the goods, he said he can do the work soon," said Rai. Ram Bahadur Katwal, who is associated with the construction, said that other works will be completed except for the elevator. The elevator work will take some time, the other work is almost done," Katwal said.
OPD room, emergency room, surgery room, X-ray room, pharmacy, security room and other structures will be built on the first floor. Obstetric services and surgery will be built on the second floor, ICU room, isolation room, cabin on the third floor and administration, accounting, seminar hall and other structures will be built on the fourth floor. The building will be 40 meters long and 20.5 meters wide.
