Senior citizens here have complained that they have been deprived of the right to live with dignity. The participants of the program organized by the District Association of Senior Citizens in Dhankuta on the occasion of the 4th National Day of Senior Citizens made such a demand. For years, they have been presenting their problems to the concerned bodies, but there has been no hearing.
70-year-old Ram Bahadur Shrestha said that because he was a senior citizen, he had to be deprived of the fundamental rights mentioned in the constitution determined by the state. He, who is also the president of the District Association of Senior Citizens, complained that he was a victim of abuse, depression, hopeless life, hatred and contempt. "Even the hearing body has not shown any interest in the situation we are going through," he said.
Local 74-year-old Krishna Bhagwat Shrestha also said that the local municipality is not interested in other issues except assurances for senior citizens. He said that even though the reservation was only in name, there was no hearing even though they were demanding to implement it strictly. He argued that despite the formation of various commissions, the state's inability to form a commission for senior citizens is an insult to them.
Participant Jaya Limbu complained that she was ignored when she showed her identity card in the transport vehicle and even abused when talking about discounts.
In Section 3 of 1 of 2070, section 3 of 1 of the procedure for providing discounts and facilities to senior citizens on public transport, it is mentioned that reservations and discounts will be given to people who have passed the age of 60 on the basis of their identity cards. In which there is a provision that the said facility will be given to maximum two people in one vehicle. It is mentioned that facilities will be provided to the passengers who come first based on the priority of Nepali citizenship certificate, voter ID card issued by the Election Commission, pension card or senior citizen ID card issued by the Women and Children Office and driver's license. However, Ghanshyam Baral, advisor of the District Association of Senior Citizens, said that according to the provision, public transport facilities are not available. He argued that the interests of the stakeholders were not met even when they demanded to implement the procedure limited to the paper. According to Ram Bahadur Shrestha, district president of the association, they have been demanding that reservation and 50 percent discount should be given as per
rules. He said, 'It is necessary to make the implementation of the provisions mentioned in the law mandatory.'
District Coordination Committee Deputy Chief Savitra Rai said that she is serious about reducing the problem. Bhimadevi Khanal, deputy head of Dhankuta municipality, said that there is no policy arrangement in the municipality regarding senior citizens. She admitted that although various laws have been made, no law has been made for senior citizens.
