The process of forming a new government has begun in Karnali Province. Applications have been invited for the position of Chief Minister.
The Office of the Provincial Head has called for applications for the post of Chief Minister by 5 p.m. on Tuesday.
Provincial Head Yagya Raj Joshi has called on any member of the Provincial Assembly who can secure a majority with the support of two or more parties represented in the Provincial Assembly to submit a claim for the post of Chief Minister by 5:00 p.m. on the 12th of Saun, according to Secretary Hiralal Chaudhary.
Provincial Head Joshi made this call in accordance with Article 168, Clause (2) of the Constitution of Nepal. The resignation submitted by Chief Minister Yam Lal Kandel on Saturday has also been approved.
He tendered his resignation while addressing today’s (Saturday’s) meeting of the Provincial Assembly.
Chief Minister Kandel resigned from his post following the registration of a no-confidence motion in the Provincial Assembly. On the 32nd of Asar, 16 Provincial Assembly members from the Nepal Communist Party (NCP) and the Nepali Congress registered a no-confidence motion against Chief Minister Kandel in the parliament.
He first became Chief Minister on Chaitra 27, 2080, through an alliance between CPN-UML and CPN-Maoist. Nearly four months later, after a change in the coalition at the center, he became Chief Minister for the second time on Saun 21, 2081, with the support of the Nepali Congress, sharing the term equally and winning a vote of confidence.
The Provincial Assembly had scheduled a discussion on the no-confidence motion for 3 p.m. today.
However, as he was unlikely to win the vote of confidence, Kandel was compelled to resign as Chief Minister.
In the 40-member Provincial Assembly, the Nepali Congress has 15 members, the NCP has 13, UML including the Speaker has 10, and Rastriya Prajatantra Party and others have 1 member each. To form a government in the province, the support of 21 Provincial Assembly members is required.
