Chief Administrative Officer of Mahabai Rural Municipality, Shivraj Koirala, has been assaulted for allegedly not providing an advance payment.

Yagyraj Shahi, a 31-year-old representative of the construction contractor from Mahabai–4, assaulted Chief Administrative Officer Koirala at around 8 a.m. on Friday, accusing him of not releasing the payment for the construction of the rural municipality’s administrative building.

DSP Himbahadur Khatri, Chief of Police in Kalikot, said that Shahi, the contractor’s representative responsible for the construction of the rural municipality’s building, assaulted the Chief Administrative Officer after payment could not be processed due to server issues. According to DSP Khatri, after working late into the night on payments at the office, Koirala was resting in his room in the morning when Shahi, claiming there was work to be done, had him open the door and then assaulted him. Shahi fled after the assault and police have not yet been able to locate him.

Demanding action against the contractor’s representative who assaulted the Chief Administrative Officer while he was in his room after completing all payments at the end of the fiscal year, the rural municipality’s elected representatives and staff have issued separate statements.

In a statement signed by Rural Municipality Chair Khembahadur Singh, Vice Chair Dansingh Sejuwal, and all ward chairs and executive members, the attack on the Chief Administrative Officer over an unnecessary issue was condemned as deplorable, and a demand was made for action against the perpetrator. “The attack on the office chief, who was resting in his room after successfully completing all payment work at the end of Asar, is deplorable,” the statement said.

All staff working in the rural municipality have also launched a protest, halting all services and demanding strict action against the assailant. Declaring that Chief Administrative Officer Koirala is unsafe in the village, he left Mahabai for the district headquarters, Manma, on Friday morning. Mahabai Rural Municipality, located about 40 kilometers west-southwest of the district headquarters Manma, is not yet connected to the road network. After traveling via the Karnali Highway to Serawada, it takes a two-hour walk to reach the rural municipality center, Padamghat.

According to the municipality’s technician Akkal Bahadur Shahi, Mahabai Rural Municipality had signed a contract worth 55,184,000 rupees with Avinash Ashish Purna JV of Dullu Municipality-10, Dailekh, to complete the administrative building by Asar 10, 2084 BS. The contractor company had requested an advance payment of 11 million rupees.

According to the contract, the Local Infrastructure Development Department (DoLIDAR) is to bear 60 percent of the cost and the rural municipality 40 percent. The rural municipality has already provided an advance payment of 5 million rupees from its share. “DoLIDAR does not provide advance payments. It pays only after the running bill is raised. The rural municipality has already provided the 5 million rupees advance from its side. The attack on the office chief happened without understanding the situation,” he said.
