In Salyan, 30 health institutions, including one hospital, have been found to be operating illegally. Due to weak monitoring, these institutions are providing health services without registration.

According to the Health Office Salyan, there are currently 107 private hospitals, polyclinics, medical clinics and clinics, including seven institutional hospitals, in 10 local levels of the district. Of these, only 77 are registered with the relevant bodies, while the remaining 30 are operating without registration.

Although the local level has started monitoring recently, effective action has not been taken. The Department of Drug Management has cancelled the registration of 17 medical and pharmacy establishments for non-renewal, while Bangad Kupinde Municipality has sealed one medical facility.

According to municipal data, five medical and clinics, including one hospital, have been found to be operating without registration in Bangad Kupinde Municipality, three in Kapurkot Rural Municipality, five in Darma Rural Municipality, five in Triveni Rural Municipality, four in Chhatreshwari Rural Municipality, two in Kalimati Rural Municipality and four in Siddhakumakh Rural Municipality.  

Head of Health Service Office Salyan Dr. Arjun Budhamagar said that selling medicines like antibiotics without a doctor's recommendation is a serious problem in medical and clinics. 'Antibiotics are being distributed indiscriminately from places that are only allowed to sell general medicines,' he said, 'patients' health is being played with due to ineffective monitoring.' According to him, some institutional hospitals in the district are also operating without meeting the minimum standards.

According to Bangad Kupinde Municipality Health Branch Chief Vasudev Pokharel, out of 13 medical and clinics operating in the municipality, including one private hospital, only five have registered. After monitoring, one medical was sealed and the rest have been instructed to complete the necessary procedures and register within a month, he said. 'After learning that the monitoring team has arrived, some operators have locked up and run away,' he said, 'If they do not register within a month, we will seal the rest as well.'

Birendra Kumar Hamal, Head of Health Branch of Sharda Municipality, said that although the problem had increased in the past due to the lack of effective monitoring by the Drug Management Department, now all health institutions have come under the scope of registration after the municipality has tightened the rules. According to him, there are currently 6 hospitals and 12 medical and clinics operating in the municipality.

According to Prabhat Kumar Shrestha, head of the health branch of Triveni rural municipality, out of 17 private medical and clinics operating in the municipality, only 12 are registered with the Drug Management Department and related bodies. No organization has been registered in the municipality so far. 'Despite the authority to monitor, we have not been able to take effective action due to manpower and other reasons,' he said.

According to Yagya Bahadur Basnet, health coordinator of Darma rural municipality, five out of seven medical and clinics operating in the municipality are still unregistered. 'Many have not registered because they consider the registration process cumbersome and to avoid paying taxes,' he said. Ganeshman Dangi, head of the health branch of Chhatreshwari rural municipality, said that preparations are underway to start comprehensive monitoring from this year. 'Medical and clinics operating without registration will be closed,' he said.
