The construction of the Lasikyap-Kagkot road under the Lower Bheri Corridor has not progressed for years, forcing construction materials for development projects to be transported by human labor and mules in Chharka Tangsong Rural Municipality of Dolpa. Locals complain that the cost of the development project has increased significantly due to the lack of road access.

The rural municipality is expanding the road along the China and Mustang borders to Dolpobuddha Rural Municipality with its own resources, local manpower, and a limited budget. However, the construction process has not been able to move forward even though the detailed project report (DPR) of the approximately 21-kilometer-long Lasikyap-Kagkot road, which is under the responsibility of the state, has been prepared and should have gone through the contracting process.

According to Bam Bhandari, engineer of the rural municipality, due to the lack of road construction, construction materials have to be transported by mules and humans. He said that this has increased both the time and cost of the development project. Since transportation of construction materials is expensive, a large part of the development budget is spent on transportation. Engineer Bhandari said that the transportation cost of a single bag of cement alone ranges from Rs 4,000 to Rs 10,000.

Due to the lack of roads, the rural municipality has also transported the concrete mixing machine and gravel crushing machine required for the under-construction project using local labor. About 60 locals took turns carrying the machines on their shoulders to the construction site.

Local Rambir Lama said that the delay in road construction has affected the development of remote areas. ‘We demand that the government immediately finalize the DPR and proceed with the contract process,’ he said. ‘With the construction of roads, the cost of development projects will decrease and it will also be easier to build education, health, drinking water and other infrastructure.’
