Dan Bahadur Budha, the chairman of Guthichaur Rural Municipality in Jumla, has been relieved of his post. The Election Commission has informed that Budha, who left the Nepali Congress and joined the Rashtriya Swayamsevak Sangh (RSS) in June, has been relieved of his post. He had joined the Rashtriya Swayamsevak Sangh (RSS) along with Guthichaur-3 ward chairman Indra Bahadur Budha in June.

Budha, who won the Nepali Congress ticket in the 2079 BS local elections and defeated the then Unified Socialist candidate Janak Thakali by 175 votes, had secured 679 votes in the 2074 BS local elections.

He had established the party's stronghold in Guthichaur, which is a very weak constituency of the Congress. But recently, he joined the Rashtriya Swayamsevak Sangh (RSS) supporting the campaign for good governance and transparency.

He has been elected as a provincial member from the recently concluded Rashtriya Swayamsevak Sangh (RSS) Karnali Province convention. He said that he was already informed that the Election Commission would send a letter of dismissal. ‘I knew in advance that the Election Commission would decide on the dismissal. When I joined the Rashtriya Swayamsevak Sangh (RSS), I had also given a challenge that if the Congress could remove me from the post, I would follow it.’

He said that he would seek legal redress, saying that the constitutional provision for the position to be vacant only in the event of voluntary resignation, completion of the term, and death has been made. He informed that he would move forward after taking the opinion of the RSSS and voters. He accused the Commission of thwarting his right to prepare the budget by removing me from the post at the very beginning of the budget.

The Congress had sent a copy of the decision of the Central Executive Committee to the Election Commission stating that he had joined another party for dismissal. Accordingly, on Asoj 8, the Commission issued a notice that the elected position was automatically vacant as per Rule 22 Sub-rule 2 of the Political Party Relations Regulations 2074 BS.

As per Sub-section 1 of Section 32 of the Political Parties Act 2073 and Rule 22 of the Political Parties Regulations 2074, the Central Working Committee of the party has to decide and inform the Commission about the decision to leave the party.

Along with Chairman Budha, Fatima Khatun Ansari, Vice-Chairman of Palhinandan Rural Municipality of Nawalparasi (Bardaghat Susta West), who was elected from the Congress, and Bishnu Dhakal, Ward Chairman of Butwal Sub-Metropolitan City Ward No. 3 of Rupandehi, have also been relieved of their posts.

Budha, who was defeated in the 2074 local level election by taking the ticket of the Municipal Chairman from the Congress, won the 2079 local level election. Before 2074, he was a member of the CPN-UML. He joined the Congress after being denied a ticket in the first local level election. Budha, who also participated in the then Maoist People's War, has changed three major parties so far.

Guthichaur Rural Municipality spokesperson Arjun Kumar Mahatara said that a letter has reached the municipality stating that Chairman Budha has been relieved of his post. According to him, preparations were underway to bring the budget a day before the rumors of the chairman being relieved of his post. Accordingly, a village assembly will be held today. The village executive meeting held on Monday had decided to bring a lump sum budget today. Spokesperson Mahatara said, ‘The village assembly has been called on Tuesday. Preparations are underway to bring a lump sum budget.’

If Chairman Budha can bring a court order, it has been decided to distribute the budget by mid-Asard and if he does not bring it, the budget will be allocated under the leadership of the vice-chairman.
